Inspectors <br />shall evaluate the effectiveness of BMPs and determine if it is necessary to install, <br />maintain, or repr�r BMPs to improve the quality of stormwater discharges. <br />E3ased on the results of the inspection, the Permittee shall correct the problems <br />identified as follows: <br />a. Review the SWPPP for compliance with Condition S9 and make appropriate <br />revisions within 7 days of the inspection; and <br />b. Fully implement and maintain appropriate soivice control and/or trearmenr BMPs <br />as soon as possible, but no later than 10 days of the inspection; and <br />c. Document BMP implementation and maintenance in the site log book. <br />2. The site inspections shall be conducted at least once every calendar week and within <br />2d hours of any discharge from the site. The inspection frequency for temporarily <br />stabilized, inactive sites may be reduced to once every calendar month. <br />3. Site inspections shall be conducted by a person �vho is knowledgeable in the <br />principles and practices of erosion and scdiment control. The inspector shall have the <br />skills to: <br />a. Assess the site conditions and conswetion activities that could impact the qualiry <br />of stormwater, and <br />b. Assess the effectiveness of erosion and sediment control measures used to control <br />the qualiry of stormwater discharges. <br />4. Beginning October 1, 2006, conswction sites one acre or larger that discharge <br />stormwater to surface waters of the state, shall have site inspections conducted by a <br />Certified Erosion and Sediment Contro( Lend (CESCL). The CESCL shall be <br />idcntified in the SWPPP and shall be present on-site or on-call at all times. <br />CeRification shall be obtained through an approved crosion and sediment control <br />training program that mects the minimum training standards established by Ecology <br />(see BMP C 160 in the Manual). <br />5. The inspector shall summarize [hc results of each inspection in an inspection report or <br />checklist and be entered into, or attached to, the site log book. At a minimum, each <br />inspection report or checklist sh111 include: <br />a. Inspection date and time. <br />b. Weather infortnation: general conditions during inspection and approximate <br />amount of precipitation since the last mspection, and within the last 24 hours. <br />c. A summary or list of all BMPs which have been implemented, including <br />observations of all erosion/sediment control struch!res or practices. <br />d. The following shall be noted: <br />i. locations of Bb1Ps inspected, <br />
