Page 41 of 46 <br />En2ineered soils The use of soil amendments including, but not limited, ro Portland cement <br />treated base (CTB), cement kiln dust (CKD), or fly ash to achieve certain desirable soil <br />chazacteristics. <br />Equivalent BD-fPs mcans operational, source control, treatment, or innovative BMPs which result <br />in equal or better quality of stormwater discharge to surface water or to ground water than BMPs <br />selected from the SWbiM. <br />Ero.rion means the wearing away of the land surface by running water, wind, ice, or other <br />geological agents, including such processes as gravitational creep. <br />Erosion and Sediment Cnntro! BA-IPs means BMPs that are intended to prevent erosion and <br />sedimentation, such as preserving natural vegetation, seeding, mulching and matting, plastic <br />covering, filter fences, sediment traps, and ponds. Erosion and sediment control BMPs are <br />synonymous with stabilization and structural BMPs. <br />Final Srahili_arion (same as,lu/!v stabiliced or l'u!! stahili_ation) means the establishment of a <br />permanent vegetativc cover, or equivalent permanent stabilization measures (such as riprap, <br />gabions or geotextiles) wi:ich prevents erosion. <br />Gmw�d Wa�er means w�ter in a saturated zone or stratum beneath the land surface or a surface <br />water body. <br />h�iectinr� x�e/( mcans a"welP' that is used for the subsurface emplacement of fluids. (see Wel� <br />Jurisdiction mcans a political unit such as a city, town or county; incorporated for local self- <br />governmcnt. <br />Arntinr�u! Pollurmtr Dischnree Elirninntinn Svstem (NPDES) means the national program for <br />issuing, mudifying, revoking and reissuing, termmating, monitoring, and enforcing permits, and <br />imposing and enforcing pretreatment requirements, undcr sections 307, 402, 318, and 405 of the <br />Fedcral Clean Water Act, for the discharge of pollutants to surface waters of the state from point <br />sourccs. These permits are referrcd to as NPDES permits and, in Washing:on State, are <br />administered by the Washington Department of Ecology. <br />Norice af /nte�u (NOI) means the application for, or a request for coverage under this general <br />permit pursuant to WAC 173-226-200. <br />Notice nfTermi�mtion (NOT) mcans a request for termination of coverage under this general <br />permit as specified by Special Condition S10 of this permit. <br />Opernta• means any party associated with a construction project that meets either of the <br />following hvo criteria: <br />1. The party has opemtional control over consttuction plans and specifications, including the <br />abiliry to make modifications to those plans and specifications; or <br />
