The party has day-to-day operational control of those activities at a project which are <br />necessary to ensure compliance with a SWPPP for the site or other permit conditions (e.g., they <br />am authorized ro direct workers at a site to carry out activities required by the SWPPP or comply <br />with other permit conditions). <br />Out all means the location where stormwater leaves the site. It also includes the location where <br />stormwater is discharged to a surface waterbudy within a site, but does not include discharges to <br />on-site stormwater treacmendinfiltration devices or stortn sewer systems. <br />Permittee means individual or entiry that receives notice of coverage under this gzneral permit. <br />�H means a liquid's acidity or alkalinity. A pH of 7 is defined as neutral. Large variations above <br />or below this value are considered harmful to most aquatic life. <br />nH blonitorine Period means the time period in which the pH of stormwater runoff from a site <br />shall be tested a minimum of once every seven days to determine if stormwater is above pH 8.5. <br />Poinf Source mcans any discemible, confined, and discrete conveyance, including but not <br />limited to, any pipe, ditch, channel, tunnel, conduit, well, discrete fissure, and container from <br />which pollutants are or may be discharged to surface waters of the state. This rerm does not <br />includc return flows from irrigated agriculture. (See Fact Sheet for further explanation.) <br />PoDutm7t means dredged spoil, solid waste, incinerator residue, filter backwash, sewage, <br />garbage, domestic sewaae sludge (biosolids), munitions, chemical wastes, biological materials, <br />radioactive matcrials, heat, wrecked or discarded equipment, rock, sand, cellar dirt, and <br />industrial, municipal, and agricultural waste. This term does not include sewage from vessels <br />���ithin the meaning of section 312 of the CWA, nor does it include dredged or fill material <br />discharged in accordance with a permit is>ued under section 404 of the CWA. <br />Pollurion means contamination or other alteration of the physical, chemical, or biological <br />propertics of warers of the state; including change in temperature, taste, color, turbidity, or odor <br />of the waters; or such discharge of any liquid, gaseous, solid, radioactive or other substance into <br />any waters of thc state as will or is likely to crcate a nuisance or render such waters harmful, <br />dctrimental or injurious to thc public healdi, safety or welfarc; or to domestic, commcrcial, <br />industrial, aericultural, recreational, or other leeitimate beneficial uses; or to livestock, wild <br />animals, bir,'s, fish or other aquatic life. <br />Receirine ►�nter means the waterbody at the point of discharge. If the discharge is to a storm <br />sewer system, either surface or subsurface, the receiving water is the waterbody that the storm <br />sewer system discharees to. Systems desi�ned primarily for other purposes such as for ground <br />water drainage, redirecting stream natural flo���s, or for conveyance of irrigation water/return <br />tlows that coincidentally convey stormwarer are considered the receivine water. <br />Represenmtive means a stormwatcr or �vastewater sample which represents the flow and <br />characteristics of die dischargc. Representative samples may be a grab sample, a time- <br />proportionate comnosite somnJe, or a flow proportionate sample.
