PROPOSED DECLARATION OF NON-SIGNIFICANCG <br />SEPA #81-39 <br />Description of Proposal: The proposed action is issuance of a Shoreline <br />Permit to allow construction of facilities for assembly of modules for <br />gas processing units for shipment to Prudhoe Bay. The following fac�ors <br />were considered prior to making a preliminary decision on this proposal: <br />1. The 60 acre site is a pieviously filled area known as the <br />Norton Avenue Terminal. Zoning is M-1 and would a�low <br />this use. <br />2. Prefabricated materials, including structi�ral steel, piping, <br />vessels, pumps, motors, and electrical equipment would be <br />shipped in by rail, road, and sea for assembly at the site. <br />3. The modules will weigh up to 2,OOQ tons and have typical �imensions of <br />50 feet bq 1SU Yeet. w`th a maximum height �f 85 feet. <br />4. At each module assembly location, concrete pads will be <br />placed to support the module bases. Each location will <br />be provided with underground water, air, electricity, <br />and drainage system. <br />5. The assembly operation involves erection of a framework <br />and installation of various materials and equipment, <br />primarily by welding and bolting. The entire assembly <br />is then covered with prefabricated insulated siding. <br />5. Ptodules are transported from the assembly location to <br />the barges by use of large crawler transporters. <br />Apprcximately 10 barges per year holding 60 modules <br />will be shi_�ped to Alaska during yay and June. <br />7. Pe•_manent structures to be built on the site will include: <br />ar,proximately 95,000 square £eet of warehousing and office <br />space; a 4,000 square foot welding shop, and a 5,000 square <br />foot portable structure for use as a change house for craft <br />personnel. The existing warehouse on the site will also <br />be used. <br />8. Approximately 115,000 cubic yards will be excavated to <br />create a dead-load barge basin adjacent to the existing <br />concrete pier on the site, in the southwest corner of <br />the site. <br />
