The controlling planning document for guiding waterfront development is the <br />C:ity of Everett Shoreline Plan (SMP) adopted in 1976. The policies of ihe <br />1967 and 1972 plans were taken into account in the development of the SMP. <br />b. The SMP designates the area as an Urban Environmer.� with high oriority for <br />water-depenclent/water-:elated activity, along with increased public access <br />opportunities (see SMP III 3 b� 4). The proposed activiry is permitted within <br />the Urban Em•ironment. <br />2. Zonin <br />Existing zoning is M-1, Heavy Manufacturing. However, the basic mandator� <br />requirements and regulations aze contained in Yie Use Regulation Section of th: <br />SMP IV-1 to 53. <br />3. Location <br />The 60 acre site is a previously filled area known as the Norton Avenue Termina <br />located between 16th and 21st Street coest of Norton Avenue. <br />4. Project <br />a. Prefabricated materials, including structural steel, piping, vessels, pumps, <br />motors, and electrical equipment would be shipped in by rail, road, and see <br />for assembly at the site. <br />b. The modules will weigh up to 2,000 tons and have typical di?nensions of SO <br />feet by 150 feet, with a maximum height of 85 feet. <br />c. At each module assembly location, concrete pads will be placed to support <br />the module bases. Each location will be provided with underground water, <br />air, electricity, and drainage system. <br />d. The assembly operation involves erection of a framework and installation ot <br />various materia!s and equiprnent, primarily by welding and bolting. The <br />entire assembly is then covered with prefabricated insulated siding. <br />e. Modules are transported from the assembly location to the barges by use of <br />large crawler iransporters. Approxi�ately !0 barges per year holding FO <br />modules will be shipped to Alaska duri��g May and 7une. <br />5. Permanent structures: <br />Permanent structures to be built on the site will include: aproximateiy 95,000 <br />square feet of warehousing and office space; a 4,000 square foot welding shop, and <br />a S,OGO square foot portable structure for use as a change house for craft <br />personnel. The existing warehouse on the site will also be used. <br />
