Dutch Bros. Coffee Stormwater Site Plan Everett, Washington
The project creates or adds 2,000 sf or greater of new, replaced, or total of new plus replaced
impervious surface area, therefore the project must comply with Minimum Requirements #1-5.
Additional, all new development and redevelopment shall comply with Minimum Requirement
#2.
This stormwater site plan addresses Construction Stormwater Pollution Prevention; see Section 4
for more information.
Minimum Requirement #3: Source Control of Pollution
All known, available and reasonable source control BMPs shall be applied to the project. Source
control BMPs shall be selected, designed, and maintained according to Volume IV of the CESMM.
The project creates or adds 2,000 sf or greater of new, replaced, or total of new plus replaced
impervious surface area. Typically, this would require the project to comply with Minimum
Requirements #1-5; however, per the City of Everett Public Works Policy#2-11 for Stormwater
Control in the Combined Sewer Area, the project site lies within the Combined Sewer Area.
After discussions with the City's Public Works department, because this site lies within the
Combined Sewer Area and discharges to a sewer treatment facility, it is not subject to typical
stormwater requirements, such as providing source control BMPs.
Minimum Requirement#4: Preservation of Natural Drainage Systems and Outfalls
Natural drainage patters (to the maximum extent possible) shall be maintained and the manner in
which the runoff is discharged from the project site must not cause significant adverse impact to
downstream receiving waters and/or down gradient properties. Additional storm water flow
control measures may be required if the downstream drainage courses are inadequate or systems
are undersized, or when, in the opinion of the City, property or properties may be adversely
affected by the existing and/or proposed storm water release rates. Determination from the City
may be based on past or current knowledge of drainage problems of the project site, or existing
information indicating problem areas. All outfalls require energy dissipation.
After discussions with the City's Public Works department, because this site lies within the
Combined Sewer Area and discharges to a sewer treatment facility, it does not cause significant
adverse impact to any downstream receiving waters and/or down gradient properties.
Minimum Requirement #5: On-site Stormwater Management
On-site storm water management BMPs shall be provided to infiltrate, retain, and disperse
storm water runoff on-site to the maximum extent feasible without causing flooding or erosion
impacts. The on-site storm water management BMPs in the CESMM shall be provided, where
feasible, to reduce the hydrologic disruption of developed sites.
r)nn Anln n n
