fetiV" <br /> Alef <br /> Ordinance No. <br /> An Ordinance relating to Towing Businesses and Tow Trucks, adding a section <br /> to Ordinance No. 1830-91 (EMC Chapter 5.70) and amending section 9 of Ordinance No. <br /> 1830-91 (EMC 5.70.090). <br /> Whereas,the City of Everett has, since 1991, grown in population from 72,493 to a <br /> population of 100,100 in 2006, an increase of 27,607; and <br /> Whereas,because of general infilling by new construction and 19 annexations since <br /> 1991, the population center of the City has moved from approximately 41st street in 1991 to <br /> approximately Madison Street in 2006, a distance of two miles; and <br /> Whereas, of the five towing business licensed by the City of Everett, four together with <br /> their storage yards are located north of the Madison population center of the city and one is <br /> located two blocks south of Madison; and <br /> Whereas, owners or operators of motor vehicles in the south part of the City, who find <br /> themselves subject to nonconsensual tow truck services by companies licensed by the City of <br /> Everett, must travel distances of as much as 10 miles to retrieve their motor vehicles; and <br /> Whereas, it is in the best interest of the public in general and the owners and operators of <br /> motor vehicles in particular, with respect to safety concerns, that the City regulate the business of <br /> towing companies and tow trucks, and <br /> Whereas, the objective of said regulation, insofar as towed vehicles and their owners and <br /> operators located in the City's extended southern reaches are affected, should be that when a <br /> motor vehicle is impounded on a nonconsensual basis, its owner or operator need travel to a <br /> location as near as possible from the point of impoundment, and <br /> Whereas, in the case of impoundments in the southern part of the City, said travel to <br /> retrieve towed property, means a significant distance must be traveled to the offices and storage <br /> yards of existing City of Everett licensed Tow Truck Services, located in the north part of <br /> Everett; and <br /> Whereas, storage yards exist south of the City within 3/4 to 2 miles of the city limits, the <br /> travel to which for motor vehicle owners and operators located in the south part of the City, <br /> would be safer, more convenient and more accessible; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> 1 <br />
