The structure i.s manifestly unsafe for the puzpose for which it is <br /> being useu. <br /> 2. ?he structure, in its deteriorated condition, has become an <br /> attractive nuisance to children and a harbor for vagrants. <br /> 3. The structure is maintained in violation of Ordinance No. 1247-86 of <br /> the City of Everett relating to the conditions of structures. <br /> 4. The structure is in such a condition as to constit�te a public <br /> nusiance known to the common law in equity ,jurisprudence. <br /> After our return to the office, I recommend that the structures be posted <br /> "Unlawful to Occ�y." Mr. Callahan agreed. <br /> I prepared the Notices and had Mr. Callahan sign them. I then pro=eeded to <br /> the buildings to post them. The first one postsd was 1809 - 22nd Street. <br /> I then proceeded to 1807 - 22nd Street but decided � inform the peopie inside " <br /> of my intentions. I went to the back door which was opened and I knocked. ? <br /> could hear people talking inside but no one came to the door. While stand�ng <br /> there, I looked at the interior of the kitchen and a portion of the living <br /> room. It had furniture and applicances all set up for housekeeping. <br /> I knocked on the door again and two minor children, approximately 16 years <br /> old, came to the deor. I identified myself and stated thaY. I was yoing to <br /> someo ehelseuin thenhouselt�at �tcas�'unlawful�to occupynthe house. y Thenminor <br /> was very upset and the other seemed quite disturbed. <br /> I proceeded to staple a Notice to the frame of the back door while al: tt�e <br /> confusion was going on inside. As I got out to the front of the house to post <br /> the front door, the individual I talked with earlier in the day, Curing Mr. <br /> Callahan's and my inspection, came out of the back door and caught up with <br /> me. He said they were not occupying the house, they were there to work on <br /> it. He said they had the owner's, Tom McKee, permission to be tliere and work <br /> on the structure. I detected a strong odor of alcohol on the man's breath, so <br /> I didn't want to talk much more with him. I told that Mr. McKee could talk <br /> with the Di `lding Official, Larry Callahan, about the postinas on the house. <br />
