13. All exposed ground must be reseeded within 30 days o( the completion of construction. If reseeding <br />is not practical due to weather or seasonal problems, lhe ground must be covered with mulch as <br />directed by the City Engineer. <br />14. Temporary erosien control measures for construction activity must be operational prior to <br />commencement o( any clearing or earthwork. <br />15. Slorm water irom this site must be conveyed to F:ocke(eller Avenue with a method acceptable lo the <br />City of Everett. <br />16. In order to provide sufficient fire flow for this development, a new water main installation will be <br />required. A new 8" diameter water main would be connected from the 6" main on Rocke(eller to the <br />8" main on Oakes. A new hydrant connecled to the new 8" water main would also be required. <br />17. If in the fuWre this project is subdivided into additional iots, tracts or parceis using the Binding Site <br />Plan process, the applicanl is advised that some building code standards will be di((erent. The <br />applicant is encouraged lo contact the City's Building Depariment, at (425)257-8i110 to determine <br />how lhese standards will apply. <br />18. Parking must be per City Zoning Code and City Design and Construction Standards and <br />�� Specifications. 1=or the 8 one and two bedroom units proposed, a minimum of 12 parking stails are <br />required (1.5 stalls per unit). Additional on-site parking will be required i( the units contain more than <br />two bedrooms. <br />�19. A pedestrian circulation system for the site must be approved by ihe Planning Director and Trafiic <br />Engineer prior to lhe issuance o( any building permits. Walkways must allow pedestrians and <br />wheelchairs to gain easy access from sidewalks and bus stops to building entrances through the use <br />of paths which are physically separated irom vehicle tra(fic and maneuvering �reas. (See the city's <br />Design and Construction Standards and Specifications Manual and Section 39.165 0( the Zoning <br />Code.) <br />20. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the <br />Zoning Code as follows: <br />� a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br />commercial, industrial, and inslitutional developments and shall not be located in a required <br />iront yard setback area, or streel side setback area for corner lots. Where an alley abuts a <br />lot, the garbage receptacles, dumpster, or recycle bin shall be located adjacent to the alley. <br />�b. All garbage dumpsters and recycle bins must be screened from view from lhe street and <br />� from adjacent properties. This screening may be done using dense vegetation or by placing <br />the dumpster or recycle bin in a structural enclosure. Due to the proximity of the dumpster to <br />courtyard and recreation space the dumpster must be screened with solid fencing as well as <br />vegetation to soften the appearance of the slruclure in relation to the open space area. <br />c. For specifics on design of refuse and recycling facilities, contact Rubatino Re(use Removal, <br />Inc. at 259-0044 for areas generally north of 112th Street. For areas east oF I-5 from Valley <br />View soulh, contact Waste Managemert Northwest, Inc. at 337-1197. <br />'��21. The dumpster enclosure must be of solid construction and architecturally pleasing, including fencing <br />and vegetation. The dumpster enclosure should be designed to compliment the adjacent open <br />space area. � <br />� � <br />
