13. All exposed ground must be reseeded within 30 days of the complstion of construction. If reseeding <br />is not practical due to weather or seasonal problems, the ground must be covered with mulch as <br />direcled by the City Engineer. <br />14. Temporary erosion control measures (or construction aclivily must be operational prior to <br />commencement of any clearing or earthwork. <br />15. Stonn water from this site musl be conveyed to Rockefeller Avenue with a method acceptable to the <br />City of Fverett. <br />16. In order to provide sufficient fire (low for this development, a new waler main installation will be <br />required. A new S" diameter w2ter main would be connected from the 6" main .�n Rockefeller lo the <br />8" main on Oakes. A new hydrant connected to the new 8" water main would also be required. <br />17. I( in the (ulure lhis project is subdivided into addilional lots, lracts or parcels using tne Binding Site <br />Plan process, the applicant is advised that some building code slandards will be di(ferent. The <br />applicant is encouraged to contact the City's Building Department, al (425)257-8810 to determine <br />how these standards will apply. <br />18. Parking must be per City Zoning Code and City Design and Construction Standards and <br />:,pecificalions. For lhe 8 one and two bedroom units proposed, a minimum oF 12 parking stalls are <br />required (1.5 stalls per unit). Addilional on-site parking will be required if thP units contain more than <br />two bedrooms. <br />19. A pedestrian circulation system for lhe site musl be approved by the Planning Director and Trafflc <br />Engineer prior to the issuance oF any building permits. Walkways must allow pedestrians and <br />wheelchairs to gain easy access from sidewalks and @us stops to building entrances tluough the use <br />o( paths which are physically separated from vehicle traffic and maneuvering areas. (See lhe city's <br />Design and Cons;ruction Standards and Specifications Manual and Section 39.165 of the Zoning <br />Code.) <br />20. Placement and screening of refuse disposal areas must be provided per Section 39.080 of the <br />Zoning Code as follows: <br />a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple family, <br />commercial, industrial, and institulional developments and shall not be localed in a required <br />front yard setback area, or street side setback area (or corner lols. Where an alley abuts a <br />lot, the garbage receptacles, dumpster, or recycie bin shall be located adjacent to the alley. <br />h. All garbage dumpsters and recycle bins must be screened (rom view from lhe street and <br />from adjacent properties. This screening may be done using dense vegetation or by placing <br />the dumpster or recycle bin in a structural en.:losure. Due to the proximity of the dumpster to <br />courtyard and recreation space the dumpster must be screened with solid (encing as well as <br />vegetation to soiten the appearance of the structure in relation to the open space area. <br />c. The dumpsler enclosure must be of solid construction and architecturally pleasing, including fencing <br />and vegelation. The dun �ster enclosure should be designed to compliment the adjacent open <br />space area. <br />
