4. The 150-fooi tall flagpole would have a concealed wireless cellular pole with an <br />antenna. A 12-foot by 26-foot equipment building would also be conslructed and <br />would provide service to ihe wireless antenna. The anlenna would be used for <br />wireless communicalion. Tlie proposed facility would provide additional and <br />improved wireless service lo the City c� Everett and the surrounding community. <br />(� '�ibits 1 & 2) <br />5. Pursuant to the Siate Environmental Policy Act (SEPA), the City of Everelt was <br />designated as the lead agency for the review of environmental impacts resuiting <br />from lhe proposed project. On Augusi 27, 2004, the Cily issued a Final <br />Deiermination of Non-Significance (MDNS). Although the City received one <br />lelter during the public comment period objecting to the proposal, no appeals <br />were officially filed. The appeal period has lapsed. (exliibits 1& 7, Tyler <br />testimony) <br />6. l"he Applicant proposes to use the facility as a capacity cell site to the north of <br />Everelt and west of Interstate 5 at Dagmar's Landing on Smith Island. The sile <br />�vould off-load cellular traffic from adjacent celiular sites that are operating at, cr <br />near, capacily. The facility would be the dominate server for the area north of <br />Everelt on both Interstate 5 and State Route 529 and would improve the quality <br />of calls with a slronger signal. The proposed facilily wouid reduce lhe impact of <br />inte, ference from existing cell sites in the area. (exhibit 6) <br />7. The Applicanl submitted lhat the location of the proposed facility was selected <br />even though the site is low relative to the elevated freeway and the terrain to the <br />south. The site is desirable because of the surrounding development and its <br />ren;oteness from residential properties. Because of the low terrain, a taller <br />cellular pole is required. The proposed facility would be available for co-location. <br />(exhibif 6, HLsch testimony) <br />8. The Applicant submilled a Site Cell Juslification (exhibit 6) along with a number <br />of coverage maps lhat depict ihe coverage in the Everett, Marysville, and <br />Smokey Point areas, as well as the areas to the easl near Snohomish and Lake <br />Stevens. Tf�ese maps/charts, as set forth in pages 2 through 7 of exhibit 6, <br />depict the boundaries of the cell service in the area and their effectiveness. <br />While ihe exhibits are technical and in-house products of the Applicani, lhey <br />adequately show the need for additional cell phone coverage in the suggested <br />areas. (exhibits 1) <br />FINDINGS OF FACT <br />SPECIAL PROPERTY USE PERMIT <br />9. In order for a Special Property Use Permit to be granted within the City of <br />Everett, the General Evaluation criteria nf Everett Municipal Code (EMC) <br />19.41.150.0 mus� be satisfied.
