(1) The need of the neighborhood, district, or City for a proposed Special <br />Property Use. <br />(2) The adequacy of streets, utilities, and public services required to �arve a <br />proposed use. <br />(3) The impact of traffic generated by the proposed use on the surrounding <br />area, pedestrian circulation and public safety; and ability of the proponent <br />to mitigate such potentiai imp�cts. <br />(4) The provision of adequate off-sfreet parking, on-site circulation, and site <br />access. <br />(5) Compatibility of proposed siructures and improvements with surrounding <br />properties, including the size, height, location, setback and arrangement of <br />all proposed buildings and facilitie ,, especially as they relale to light and <br />shadow impacts on more sensitive land uses and less intensive zones. <br />(6) The number, size, and location of signs, especially as lhey relale to more <br />sensitive land uses. <br />(7) The landscaping, buffering, and screening of buildings, ,.�arking, loading <br />and storage areas, especially as they relate to more sensilive land uses. <br />(8) The generalion of nuisance irritants such as noise, smoke, dust, odor, <br />glare, visual blight, or other undesirable impacls. <br />(9) Consistency wilh the goals and policies of the Everelt General Plan for the <br />area and land use designation which ihe pro�erty is located. <br />(10) Compliance with the provisions of this ordinance and other Cily, State, <br />and Federal regulalions. <br />(11) Ac�essibility to public transit and traffic reduction measures proposed by <br />the Applicant to reduce dependence of the proposed use on the <br />automobile. <br />10. As noted in the previous findings, the proposed use would provide improved <br />evireless communication services for customers wilhin the Snohomish County <br />area and ihe City of Everelt. While the existiny facilities are near, or at, capacity, <br />the proposed facility would be high enougli to improve the wireless service and <br />ailow less disruplion of calls and less ielephone inlerierence. The proposal <br />satisfies a need of the neighborhood, district, and the city as a whole. (exhibit 1) <br />11. Tl�e proposed facility would be localed on a commercial property wiih street <br />access provided off Ross Avenue.
