6 <br /> The Proposer's primary storage lot is a storage lot located within two miles of the particular zone that the <br /> Proposer proposes to serve and within one-half mile of a public transit route and physically attended by <br /> Proposer's staff at all times for servicing the public and the City during normal business hours, which shall <br /> include at least nine(9)hours each weekday,Monday through Friday,except for the following holidays: New <br /> Year's Day,Martin Luther King's Birthday,Presidents' Day,Memorial Day, Independence Day,Labor Day, <br /> Veterans Day, Thanksgiving Day,Day after Thanksgiving, and Christmas Day. The primary storage lot must <br /> have an attendant on call at all times. The Proposer must state in his/her Proposal the primary storage lot's <br /> normal business hours as well as the amount of time it would take for the attendant to make himself/herself <br /> available to release vehicles from impound. <br /> 3.8 Proposer's Secondary Storage Lot <br /> The Proposer may provide a secondary storage lot. The secondary storage lot shall be located within ten(10) <br /> miles of the boundaries of the impound zone that the Proposer proposes to serve and within one-half mile of a <br /> public transit route. A Proposer may tow to its secondary lot any unredeemed vehicles stored at its primary <br /> storage lot in excess of 24 hours; provided,however,that the Proposer shall move vehicles from its secondary <br /> storage lot to its primary storage lot within 24 hours after being requested to do so by the vehicle owner. The <br /> secondary storage lot must have an attendant on call at all times. The Proposer must state in his/her Proposal <br /> the amount of time it would take for the attendant to make himself/herself available to release vehicles from <br /> impound. <br /> 3.9 Response Time to EPD Requests <br /> The Proposer must state in his/her Proposal the maximum amount of time the EPD can expect to wait for the <br /> Proposer's response to an EPD tow/impound request. In no event shall the expected response time be more <br /> than 25 minutes for each vehicle needing a tow, regardless of whether the situation involves multiple vehicles. <br /> If the tow operator cannot make a tow truck available within that time or that time is exceeded,a secondary tow <br /> will be requested from a rotation list of other qualified tow companies willing to tow at the contract rate. <br /> Provided, however,nothing in this Section shall transfer to any other tow company on the rotation list the <br /> obligation of the Successful Proposer to respond to EPD's request to tow and impound an abandoned vehicle. <br /> 3.10 Towing of City Vehicles <br /> May include, but is not limited to,disabled/damaged police vehicles,transit buses, heavy equipment, dump <br /> trucks, small trucks/vans and the movement of stored vehicles from on location to another. Transit buses may <br /> require tow adapters which the City will make available. The successful proposer must use tow adapters when <br /> required to avoid damage to the bus. Immediate response time is is expected of the successful proposal.The <br /> City reserves the right to use an alternate tow company should the response time exceed 60 minutes. <br /> 3.11 Towing of Evidence Vehicles <br /> Evidence vehicles will require additional care and caution in handling to preserve the crime scene. Evidence <br /> tows are expected to require 60-75 minutes of operator time. Specific handling instructions for each evidence <br /> tow will be given. Upon arriving the operator shall seek instructions from the officer in charge. <br /> 23 <br />
