9 <br /> FINDINGS AND RECOMMENDATION <br /> OF THE HEARING EXAMINER OF THE <br /> CITY OF EVERETT <br /> IN THE MATTER OF THE APPLICATION OF <br /> McWHERTER LANE, LLC FOR APPROVAL <br /> OF A REZONE REZONE #06-002 <br /> RECOMMENDATION: It is recommended to the Everett City Council that the <br /> rezone of property at 9208 Holly Drive, Everett, Washington <br /> be approved. The rezone would include a change from the <br /> R-2, Single-Family Detached Medium Density zoning <br /> designation to an R-1(A), Single-Family Attached, 10-12 <br /> dwellings per acre, zoning designation. It is also <br /> recommended that building and public works permits for <br /> construction of 50 single-family detached units and <br /> modification of the 28-foot building height standard of the <br /> R-1(A) zone and modification of the multiple-family <br /> standards for building separations be granted. These <br /> permits should be granted subject to conditions as set forth <br /> in the Final Mitigated Determination of Non-Significance <br /> dated December 14, 2006. <br /> INTRODUCTION <br /> The McWherter Lane LLC (Applicant) seeks a rezone of property at 9208 Holly Drive, <br /> Everett, Washington (subject property). The Applicant, through its representative, Laurey <br /> Tobiason, requested that the property, the Holly Vista Mobile Manor, be rezoned from an R-2, <br /> Single-Family Detached Medium Density zoning designation to an R-1(A), Single-Family <br /> Attached, 10-12 dwellings per acre, zoning designation, and that building and public works <br /> permits for the construction of 50 single-family detached units on 4.95 acres be granted.
