I

{ 1 responsible for providing copies of the approved Trac Control Plans to the Traffic
2 Control Supervisor.
 3
4 1-10.2(3) Conformance to Established Standards
5 Fiagging, signs, and all other traNc control devices furnished or provided shall conform
6 to the standards established in the latest adopted edition of the "Manaal on Uniform
 7 Traffic Control Devices" MUTCD
( ) published by lhe U.S. Department of Trensportation
8 and the Modifications to the MUTCD for Streets and Highways for the State of
I 9 Washington. Copies of the MUTCD may be purchased from the Superintendent of
10 Documents, U.S. Government Printing Office, Washington, D.C. 20402. Modificalions to
11 the MUTCD for Streets and Highways for the State of Washington may be obtained from
12 the Department of Transportation, Olympia, Washington 98504.
I 13
14 In addition to the standards of lhe MUTCD described above, the Contracting Agency has
15 scheduled the implementation of crashworthiness requirements for all workzone devices.
( 16 The National Cooperative Highway Research Project (NCHRP)
I 17
18 Report 350 has established requirements for crash testing. Workzone devices are
' 19 divided into four categories. Each of those categories and the schedule for
 20 implementation is described:
21
I 22 Category 1 includes those items that are small and lightweight, channelizing, and
23 delineating devices that have been in common use for many years and are known to be
24 crashworthy by crash testing of similar devices or years of demonstrable safe
25 per(ormance. These include cones, tubular markers, flexible delineator posts, and plastic
E 26 drums with no attachments. All Category 1 devices used by the project shall meet the
' 27 requirements of NCHRP 350 as certified by the manufacturer of the device. The
28 Contractor shall obtain the manufacturer's certification documentation for all such
f 29 devices purchased and shall keep the documentation available for inspection throughout
30 the life of the projecl.
31
i 32 Catego 2 includes devices that are not expected to produce significant vehicular
f 33 velocity change, but may othenvise be hazardous. Examples of this class are
34 barricades, portable sign supports and signs, intrusion alarms and vertical panels. Any
35 new Category 2 device purchased after October 1, 2000 shall meet the requirements of
36 NCHRP 350. Existing equipment, purchased prior to October 1, 2000, may be used on
37 the project until December 31, 2007. For the purpose of definition, a sign support and
( 38 sign shail be considered a single unit. A new sign may be purchased for an existing sign
39 support and the entire unit will be defined as"existing equipment."
40
41 Category 3 is for hardware expecled to cause significant velocity changes or other
42 potentially harmful reactions to impacting vehicles. Barriers, fixed sign supports, crash
43 cushions, truck mounted attenuators (TMA's) and other work zone devices not meeting
44 the definitions of Category 1 or 2 are examples from this category. Many Category 3
f 45 devices are defined in the design of the project. Where this is ihe case, NCHRP 350
M 46 requirements have been incorporated into the design and the Contraclor complies with
47 the requirements by constructing according to the plans and specifications. Where the
! 48 device is a product chosen by the Contractor, the device chosen must be compiiant with
49 the requirements of NCHRP 350.
50
 Port of Everetl FAWAT-03A3B
Satellite Rail/Barge Transfer Facility Final Port Revlew Drafl
i Phase 1:Pier Constmclion 31 15 March 2005
