i <br /> � <br /> i 1 Category 4 includes portable or trailer-mounted devices such as Arrow Displays, <br /> 2 Temporary Traffic Signals, Area Lighting Supports, and Portable Changeable Message <br /> � 3 Signs. <br /> 4 <br /> 5 The condition of signs and tra�c control devices shall be new or"acceptable" as defined <br /> � 6 in the book Quality Standards for Work Zone Tralfic Control Devices, and will be <br /> ( 7 accepted based on a visuai inspection by the Engineer. The Engineer's decision on the <br /> 8 condition of a sign or traffic control device shall be final. When a sign or traffic control <br /> 9 device becomes classified as "not acceptable" it shall be removed from the project and <br /> i10 replaced within 12 hours. <br /> 11 <br /> 12 1-10.3 Flagging, Signs, and All Other Tra�c Control Devices <br /> ( 13 1-10.3(1) Tra�c Contral Labor <br /> 14 The Contractor shall fumish all personnel for ilagging and for the setup and removal of <br /> 15 all temporary traffic control devices and construction signs necessary to control traffic <br /> � 16 during construction operations. Prior to performing any traffic control work on the <br /> 17 project, these personnel shall be trained with the video, "Safety in the Work Zone" <br /> 18 produced jointly by WSDOT and Laborers' International Union of North America. The <br /> � 19 video is available from WSDOT's Engineering Publications O�ce, TranspoAation <br /> 20 Building. <br /> 21 <br /> � 22 Flaggers and spotters shall possess a current flagging card issued by the State oF <br /> 23 Washington, Oregon, or ldaho. The flagging card shall be immediately available and <br /> 24 shown upon request by the Contracting Agency. Workers engaged in flagging or tra�c <br /> i 25 control shall wear reflective vests and hard hats. During hours of darkness, white <br /> � 26 coveralls or white or yellow rain gear shall also be worn. The vests and other apparel <br /> 27 shall be in conformance with Section 1-07.8. During hours of darkness flagger stations <br /> 7 28 shall be illuminated to ensure that flaggers can easily be seen without causing glare to <br /> 29 the traveling public. The Contractor shall furnish the MUTCD standard Stop/Slow <br /> 30 paddles (18 inches wide, letters 6 inches high, and reflectorized) for the tlagging <br /> 31 operations. <br /> � 32 <br /> 33 When the bid proposal includes an item for"Traffic Control Labor," the work covered by <br /> � 34 this item shall be limiled to the labor required in the "work areas" defined in Section 1- <br /> 35 10.5 for: <br /> 36 <br /> 37 1. Flagging <br /> ( 38 <br /> 39 2. Handling the Class B construction signs and other temporary traffic control <br /> 40 devices only for: <br /> � 41 <br /> 42 a. Set up and removal; <br /> 43 b. Relocation to and from temporary storage, provided that, the use and <br /> � 44 location of the temporary storage is approved by the Engineer; <br /> � 45 c. Relocation on the project, provided that, the new locations are in <br /> 46 accordance with the contract plans, approved traffic control plan, or the <br /> � 4� orders of the Engineer; and <br /> 4$ d.
