REVZSED MITIGATED DS7'ERNINATION OF NON-SIGNIFICANCE SEPA �166-68 DSSCRIPTION OF PROPOSAL: The prnposed action is the issuance of clearinq and qrading permits to allow approximat?ly 20,000 cy of - e��cavation and fill to be graded on a e.64 acre site. A tributary of No,-th Creek, with an associated 1.04 acre wetland and an isolated .18 acte portion of a .7 acre vetland are on the site. The Applicant ptoposes filling .15 acre of the isolated wetland. A 40 foot buffer witli an infiltration svale would be provided adjacent to the 1.04 acr�a wetland. An additional SEPA reviea will be required for future development of t�-.e site. It has been brought to the City�s attention that contaminated soils may exist on the site. Pursuant to requirements of State lav, the Applicant is responsible for cleaning up tY.e site. The site must be characterized by the appropriate chemical analysis for contamination by hazardous substances as defined in the Hodel Toxics Control Act. Prior to the issuance of any permits by the City, the Applicant must provide the City with satisfactory proof that this has been completed. The State agency responsible for implementation of this law is the Department of Ecoloqy. 2. A Hydraulics Project Approval may be required from the State Depertment of Wildlife for this proposal. 1
