The policies for r��ral utiliCy development in a Rural <br />Enviconment as set Eorlh in lhe Snohomish CounCy Master <br />Progcam have been reviewed and with conditions the <br />peoposed development satisfies the policies of this <br />sectinn. These policies, as set forlh in the Snohomish <br />County MasCer Program on Page F65, are satisfied with <br />the conditions of approvdl. <br />9. A �oCal of 7.7 acres of wetlands will be displaced by <br />�_he proposed development. Tt�is is a reducCion of the <br />original proposal for Lhe expansion of the facility of <br />100+ acres of the wetlands. <br />10. The location of the expanded facilily is reasonable, it <br />is consisCent with studies thar have been conducled for <br />the lower Snohomish Rivez Basin which have indicated <br />that the conlinued use of a regional tcealment plant <br />such as the existing plant is more desirable than a <br />series of satellite planCs in separate jurisdictions. <br />Less land will be destroyed with the expansion of this <br />facilily rather than the utilization and construction of <br />new facilities in the area. <br />11. T��e proposed developmenl appears to be consislent with <br />lhe Comprehensive Plan for utilities of Snohomish County <br />and wili provide adequale uliliry service to Che <br />County's residents. <br />12. The expansion of the sewage �.reatment, facility is <br />necessacy. Because of the existing growth and the <br />projecled growth of ihe City of Everett and Snohomish <br />County, Che existing plant_ is inadequate to handle <br />additional sewage. The expansion of the facility will <br />allow continued growth without disruption to service of <br />Che existing facili+.y. <br />13. With conditions for conlrol of the development, the <br />pcoPosal w:ill satisfy Che regulations and policies of <br />Che State uf Washington as seC forth in the Shoreline <br />Management Act of 1971, and will provide Eor the <br />adequate marcagement of lhe Snohomish River and the Union <br />Slough. <br />14. With conditions, the proposal will ensure �_he <br />c7evelopmenC of the shoreline will be done in a manner <br />lhat will promote and enhance public interest. The <br />proposed access is being made for the shorelines of the <br />Snohomish River and Union Slough. It will be designed <br />and consCructed in a manner Char will minimize damage �_o <br />the ecology and environmenC of the shoreline acea and <br />in�er£erence with �_he public's use of the water. <br />
