Specific Applicable Evaluation Criteria: <br />1. Major utility facilities shall be designed, landscaped or otherwise screened to <br />ensure compatibility with surrounding properties. Above ground utility <br />swctures shall be designed, constructed, painted and screened so as to blend <br />with surrounding uses and buildings. The review authority may impose <br />additional restrictions on the location, setbacks, height, design, landscaping, <br />and screening of above groimd utility facilities if necessary to minimize visual <br />impacts and promote greater compatibility with existing or planned uses on <br />surrounding properiies. <br />Findings: Tt�e applicant proposes to plant shrubs outside of the plant's <br />perimeter fence (to the SW of the proposed maintenance building) to provide <br />some visual screening for those usng the Langus Bike/Pedesttian Trail. <br />Between the main plant entrance (Gate No. 1) and the entrance to the <br />mechanical tteatment process (Gate No. 4), plantings of shrubs outside of the <br />peruneter will provide some visual screening for those using 4'" Street SE and <br />those viewing the plant site from In[erstate 5. <br />Conclusion: There should be adequate landscaping to providc compatibility <br />with surrounding properties. No additional landscaping requirements will be <br />placed on the proposed building. <br />This is an adminisVative decision that is appealable to the City's Land Use Hearing <br />Examiner. An appeal must be filed with the Ciry within 14 days of the date of this <br />notice. Appeal forms are available from the Planning Department and must be <br />submitted along with the required filing fee.
