Letter lo Hearing Examiner from Steve Ingalsbe, Planning Deparlment, dated <br />December 21, 2004 re: revised proposed condition #10 and revised language in <br />Staff Report (exhibit 1), page 5, Seclion C- Public Access Element, Response lo <br />item #2. <br />All of ihe exhibils are available for inspection at the Hearing Examiner's Office located at <br />2930 Wetmore Avenue, 8th (loor, Everett, V��ashington. <br />After due consideration of the testimony and evidence presented by the Applicant and <br />tesiimony and evidence elicited during ihe public hearng, the following Findings of Fact <br />and Conclusions constitute lhe basis of the decision of the Everett Hearing Examiner. <br />FINDINGS OF FACT <br />The Applicant requested approval of a Shoreline Permit for the improvemenls to <br />lhe Water Pollulion Control Facility (WPCF) at 4027 — 4'�' Slreel SE, Everett, <br />Wash�ngton. The improvements include the following: <br />1) The current water chlorination sysiem will be reconstrucled lo allow the use <br />of a.8% hypochlorite solution in piace of ihe current chlorine gas. All <br />modifications required for lhis will occur within lhe footprint of the exisling <br />chlorination buildings (#1 & 2 on the site plan). <br />2) The primary biofiller (#6 on lhe site pian) will be updated to improve filtering <br />efficier.cy and plant capacily. The existing slructures thal currently house the <br />lrickle fillers will be gutled and the new systems conslrucled enlirely within <br />the existing footprint. <br />3) The new siphon headworks (#3 on lhe sile plan) will be installed within an <br />existing building. There will be no aiteration in the footprint of that building. <br />The siphon headworks are located on the opposite (west) side of the <br />Snohomish River and represent the only work proposed in this aclion on that <br />side oi lhe river. <br />�#) The headworks/splitter box (#5 on ihe site plan) will be installed wilhin an <br />existing utility cabinet. There will be no alteration in the footprint of the <br />cabinet. <br />
