The Applicant has submitted in conjunction with the <br />rezone request a site plan for the development of the <br />southern portion of the property. The Applicant has <br />submitted a site plan which was admitted at Exhibit #5 <br />at the hearings. Reference to the site plan will be <br />made throughout the Findings. <br />6. The 190 Comprehensive Plan of the City of Everett did <br />not establish a designation of the subject .property. <br />The Plan did show the property as being a transition <br />between the Single Family Residential designation to the <br />west of the subject property and the Industrial <br />designation to the east of the subject property. The <br />1972 updated Comprehensive Plan designated the subject <br />property at Heavy Industrial. <br />7. The subject property is zoned R-2, Single Family High <br />Density Residential. This zoning designation has• never <br />been utilized. The use of adjoining properties is <br />business properties. <br />B. The subject property fronts on Lenora Street on the <br />south, South First Avenu4 on the east, Zillah Street on <br />the north, and an alley between South Second Avenue and <br />South First Avenue extending from Zillah to Lenora on <br />the west. <br />9. The Everett Planning Department recommended approval of <br />the zone change of the subject property from R-2, Single <br />Family High Density Residential to B-2, Community <br />Business in accordance witn Chapter 19.68 EMC: for the <br />property north of Lenora Street and west of South First <br />Avenue. In making their recommendation, the Everett <br />Planning Department submitted three separate Concomitant <br />Agreements between the City and the respective property <br />owners. <br />10. The submitted Concomitant Agreements for the three <br />property owners are similar. The Concomitant Agreements <br />covering the northern portion of the subject property <br />are not detailed on requirements of development. In the <br />two agreements for the northern properties, the City of <br />Everett has reserved the right to determine future <br />design and engineering needs at the time that these <br />properties are developed. <br />11. The agreement between the Applicant and the City of <br />Everett has been submitted and is in specific detail in <br />regard to development and landscaping of the southern <br />portion of the subject property. <br />
