Maltby Tank & Barge <br />Rezone 3-84 <br />Page -4- <br />12. As shown on the site plan and as set forth in the <br />Concomitant Agreement, the Applicant has requested <br />approval of development of the southern portion of the <br />subject property. It is the intent of the Applicant to <br />develop this portion of the property with an <br />administrative building for the Applicant's use. <br />13. The type in density of residential units within the <br />development of the southern portion of the site is <br />restricted to the density allowed in a R-2 zone. <br />14. A portion of the Concomitant Agreement •with permitted <br />uses requires that the appearance of all commercial <br />buildings be generally conforming to the historical <br />theme portrayed by the plans for the Applicant's office <br />building. The Applicant has submitted that it is their <br />intent to complete and design the structure so it <br />conforms with the historical theme of the Lowell <br />neighborhood. <br />15. The neighborhood activists have requested that, in <br />addition to the owners being on the Design Review <br />Committee, an architect and a representative of the <br />neighborhood also be included as members of the <br />Committee. <br />16. I'n the Applicant's Concomitant Agreement with the City <br />of Everett, the height of all buildings is restricted to <br />35 feet. The Applicant is in support of this <br />requirement. <br />1.7. The site plan which shows proposed parking for 17 <br />vehicles on the southern portion of the subject property <br />which is• to be developed. According to the Applicant, <br />this will alleviate some of the parking congestion that <br />occurs on South First Avenue and Lenora and will create <br />a more orderly and aesthetically pleasing environment <br />for the neighborhood. <br />18. A portion of the parking will be covered and will be on <br />the eastern portion of the subject property. This <br />parking will access off of South First Street in a <br />one-way looped system. The remaining ten spaces will be <br />immediately west of the structure on the southern <br />portion of the subject property. These spaces will <br />access onto the alley and eventually onto Lenora. <br />19. Significant landscaping will be required on site. <br />
