and Planning Department recommend that substantial landscape screening <br />should be provided to screen the buildings from the surrounding land <br />uses, while maintainanq as much of the Snohomish River view as <br />possible. <br />The applicant states that the rir conditioners on the building will be <br />similar to that provided on a two -bedroom apartment and that noise <br />levels will not be significant. The air conditions will operate on a <br />regular basis, including nighttime hours. The City's noise expert, <br />Bill Stronc, states that it is common for such buildings to exceed <br />permitted noise levels and that it is fairly easy to ret-ofit a <br />building to meet the requirements. <br />Conclusion: Landscape screening of the building should be required t� <br />increase the aesthetic quality of the project and its compatibility with <br />the surrounding neighborhood. Site design should provide for the <br />maintenance of as much of the Snohomish River view as possible. <br />Requirements should be placed on the project to ensure that noise 1aveis <br />from the project are in compliance with the City's Noise Ordinance. <br />2. Environmental Impact. The use must not have serious adverse effects on <br />the environment of the community. <br />Finding: The site is fairly level with no major environmental <br />constraints to development. An environmental checklist for this <br />proposal was reviewed by the City and a Determination of <br />Non -Significance was issued for the proposal on January 14, 1988. <br />This document indicates that there are no probable significant adverse <br />impacts that would be generated by the proposal and that an <br />environmental impact statement would not be prepared. <br />Conclusion: The use would not have a serious adverse effect on the <br />environment. <br />3. Public Need. The use must serve public convenience and necessity. <br />Finding: US Sprint provides fiber optics telecommunications facilities <br />which allow the transmittal of long distance telephone communications. <br />Conclusion: US Sprint provides a necessary public service and serves <br />the public convenience. <br />RECOMMENDATION: APPROVE <br />Based upon comments from other City Departments, the Planning Department is <br />recommending approval of Special Property Use Permit t16-B7 for a US Sprint <br />fiber optics telecommunication facility with the following conditions: <br />1. The site must be developed in a manner consistent with with the sitefolplan <br />presented at the public hearing (Exhibit 7), <br />wing <br />exceptions: <br />a. The buildings shall be moved to the north, reoriented 90 decrees to <br />have the door facing toward the street (west), and setback no more <br />than ten feet frog, the north property line. This will provide a <br />larger open space area alonq the south property line to maintain <br />views of the Snohomish River. <br />b. Landscaping must be provided as follows: <br />1. A landscape a..r-; = _' `!" feet wide must be provided <br />along the 2nd S�. frontage., If a chainlink fence is provided, <br />the landscaping must be on the street side of the fence. <br />Landscaping must consist of evergreen shrubs approximately 3 <br />feet in height, with landscaping to the south to allow a view ct <br />the Snohomish River. <br />2. Sufficient evergreen landscaping, consistinq of trees, shruta <br />and groundcover must be provided to screen the view of 'he <br />buildinq from the 2nd St. frontage and from the adlaten` <br />properties to the north and south. Plantings must oe <br />sufficient amount and size to provide screeninq within -hree <br />l <br />
