6. The proposed addition will provide additional space for classrooms, a ladies' <br />lounge, a kitchen, an area for choir practice, the pastor's office, and the baptistery. <br />The number of seats in the existing facility is 162. The proposed improvements will <br />result in a 200 seat facility. <br />FINDINGS FOR NON-CONFORMING USE <br />8. In order for an Expansion of a Non-Conforming Building Permit to be granted, the <br />criteria of EMC 19.38.090 must be satis£ed. These criteria include: <br />a. The impact of traffic ge,�erated by the proposed use on the surrounding area, <br />pedestrian circulation and public safety, and the proposal's ability to mitigate <br />potential impacts. <br />b. Has sufficient lot size to provide for off-street parF:ing, landscaping, and <br />screening from adjacent uses. <br />c. The proposed expansion provides a service to the general area <br />d. The adequacy of streets, utilities, and public services to accommodate the <br />proposed use. <br />e. Compatibility of proposed use or building to surcounding properties, <br />especially as it relates to size, height, location, and setback of buildings. <br />The number, size, and location of signs, �specialiy as they relate to more <br />sensitive land uses. <br />g. The landscaping, buffering, and screening of parking, loading, and storage <br />areas. <br />h. The generation of nuisance irritants such as noise, smoke, dust, �dor, glare, <br />visual blight, or other undesirable environmental impacts. <br />Consistency with the goals and policies of the Everett General Plan and ±he <br />purpose of the zone in which it is located. <br />Consistency with the environmental policies as stipulated in the City's SEFA <br />Ordinance. <br />k. Compliance with other provisions of the ordinance and other City, State, and <br />Federal regulations. <br />9. The project was reviewed by the City of Everett Public Works Department for <br />potential adverse impac±s to traffic and public safety. The Department concluded <br />that there was no expectation that the building expansion will generate significant <br />additional traffic in the area. The Department did not propose any conditions or <br />mitigation measures. <br />10. The existing church does not have on-site parking. All parking is on-street parking <br />or in other parlciny areas. <br />3 <br />� <br />
