11. Churches in a C-1 zone have a parking requirement of one parking stall for each <br />five seats. The existing seating capacity of the church is 162 persons and requires <br />34 parlcing s�aces. With the increase of seating capacity to 200, there will be a <br />parking requirement of 40 parking spaces. <br />12. The Snohomish County PUD has agreed to allow the Applicant access to its parking <br />lot which is located at the northwest comer of Hewitt and Virgirna•Avenues. This <br />parking lot can be used for church services. The lot has oveli 1�00 submitted alin and <br />can adequately handle the vehicles for the church. The App <br />agreement between itself and the Snohomish County PUD for the use of the parking <br />lot. <br />13. Because the Snohomish County PUD <br />does not have office hours on Sunday or in the evening, the parking for the church <br />will be available in its lot. The sharing of the parking lot by the church and the PUD <br />is rea�onable. <br />14. The Applicant proposed landscaping as part of the new construc:ion. The proposed <br />landscaping is consistent with EMC 19.35.030.6 which requires landscaping to be <br />installed on-site when the value of the new construction is greater than, or equal to, <br />35% of the assessed value. The improvements will exceed 35% of the assessed <br />value of the existing structure. The landscdpe requirements include landscaping 10 <br />feet along the street frontages and five feet along the intenor lines. There may be <br />some disruption to the landscaping in order to provide access points to the <br />structure. The Gity has indicated that this is acceplable. <br />13. The church is one of two Baptist churches in north Everett. It provides se, v+ces for <br />citizans of the community and to the general area. The expansion will allow the <br />church to enhance its services. <br />16. Both California and Virginia Avenues can adequately carry traffic generated by the <br />church. Neither is an arterial street. No upgrades or improvements of these streets <br />are required. Further, there will be no sigrnficant increases on the public servi�.es <br />and utilities as a result of this expansion. <br />17 has been�ocated onthis s te for a numbe of years and has been comPatib euwi h <br />all other existing uses. <br />18. AII signs must bs designed in confomance with the Zoning Code requirements. <br />19. Screening of parking, loading, and storage areas is not applicable in this m��tter. <br />20.
