27. The requested variances will not be detrimental to the property or the area in which <br />ii is located. The church has historically operated on-site and has presented no <br />problems to any of the adjoining properties. The expansion of the church will insure <br />this continued cooperative use. <br />28. The grant of the variance ailows the same generai rights enjoyed by other property <br />owners in the area. With the varience from the building sRtbacks and the 25°� <br />expansion limit, the church will be allowed to continue its operation, similar to which <br />it has in the �ast. <br />29. The requested variance is the minimum necessary to allow the church facility to <br />operate in an efficient and effective manner. <br />30. The variance is not inconsistent with the Everett General Plan and designation <br />therein. <br />31. The grant of the variance is not the result of a self-created hardship. <br />32. No adverse testimony was received at the public hearing. <br />33. The Planning Department of the City of Everett recommended approval of the <br />Expansion of a Ncn-Conforming Building Permit application and the variances <br />subject to conditions which are set forth in the staff report. <br />34. Subsequent to the hearing, the Planning Department submitted a memo to the <br />Hearing Examiner with a copy to the Applicant. The City recommended that <br />condition #5 of the recommended conditions of the City be deleted. This condition <br />would have required an additional fire hydrant on-site. The City recommended <br />deletion because there is a hydrant on the property's frontage capable of providing <br />necessary fire flow for the entire developed site. The City further submitted that the <br />proposed addition will not affect the ability of the Fire Department tu r�spond to a <br />fire at the church. <br />CONCLUSIONS <br />The application is for the approval of three land use permits. The request includes: <br />an Expansion of a Non-Conforming Building Permit to allow an addition of 2,166 <br />square feet to an existing church structure at 2801 Virginia Avenue, Everett, <br />Washington; a variance to exceed the maximum expansion of 25°� of this non- <br />conforming building; and a variance from the building setback requirements of the <br />Everett Zoning Code. <br />0 <br />
