Jail inmates do not lose their rights to li`e-safety provisions, but there <br />are some elements of the Building Code which are difficult, if not imoossible to <br />accomplish with today's concept of jails. I have marked these with asterisks(*). <br />Tile architect should provide you with a thoroughly thought out alternative to <br />code provisions to provide the same strict equivalent safety from smoke and fire <br />that the Building Code now requires; if you wish to approve the modifications <br />from the Building Code, use Section 306. <br />The state has recently exempted jail cells from sprinkler requirements. The <br />State Fire Marshal and Jail Commission have recently put together a proposal to <br />try to provide an'bquivalency". These state agencies should review the plans to <br />assure compliance and provide you with written approval prior to permit issuance. <br />5. Complete mechanical plans showing the duct layout should be furnished. Duct <br />penetrations of fire rated systems should be reviewed. <br />COMMENTS ON THE HANDICAPPED REQUIREMENTS <br />1. Every accessible primary public building entrance should be identified by the <br />international symbol of access. Section 3301(e) <br />*2. On each floor where toilet and shower facilities are provided, at least one <br />of the facilities for both inmates Find staff should comply with accissible toi- <br />let and shower requirements as provided in Sections 511(a) and 511(e) <br />3. The drinking fountain located on the first level (Sheet A-3.3) should comply <br />with the provisions of Section 511(c). <br />4. The telephones located on the first level (Sheet A-3.3) should comply with <br />the provisions of Section 511(d). <br />S. Locksets and latchsets should have lever or other devices which will permit <br />operation by wrist or arm pressure or action. Section 5501 <br />6. Any manual fire alarm pull station should be within 54" of the floor. Section <br />511(h) <br />7. The faucets should he of lever type and should be no more than 17" from the <br />front edge of the lavatory or counter. Section 511(b) <br />OCCUPANCY AND CONSTRUCTION COMMENTS <br />1. Rooms occupied by inmates ,Could have noncombustible floor surfaces. This <br />should not be limited to cclis only, but should include other rooms and areas <br />where inmate 7cess is 6 lowed.
