MEMORANDUM <br />Page 5 <br />November 25, 1983 <br />item =26: Glass dcors are either 1/2" tempered or 1/4" tempered glass <br />and glazing subject to impact adjacent to doors is 1/4" <br />tempered glass at standard doors and 1/2" tempered or greater <br />at security doors. <br />Comments on Exits <br />Item #1: The stairways are all pressurized mechanically in the event of <br />fire to keep smoke out. Each stair has an individual intake <br />fan and exhaust vent. Stair #2 at grids A-8 is designed as a <br />smoke proof enclosure in reality. Stair 42 extends to the <br />roof; see plan and section on sheet A8.1. The roof door will <br />be changed to meet the 11-hour rating required. (Change order <br />required.) The "penthouse" is concrete construction and meets <br />the 1-hour rated requirement. lele feel the stairway design <br />meets the intent if not exceeding the requirements for a smoke <br />proof encicsure. Preliminary meetings with the Everett <br />Building Department indicated the stairways were acceptable as <br />designed. <br />Item 42: Disagree. Exiting as designed meets both the intent of the <br />code and stringent security requirements necessary in a <br />detention facility. It is impossible and undesirable to <br />provide two means of egress from each cell. Each housing <br />module has two exits, both on the main level and the mezzanine <br />level, controlled by security staff. The outdoor recreation <br />area is designed as an exterior exit balcony and serves as a <br />place of refuge before inmates are taken down the stairs. We <br />do not interpret the outdoor recreation space as an inter- <br />vening room. The secondary exit from the mezzanine must pass <br />through 2 visiting rooms. While this doesn't comply with the <br />code requirements, this should be acceptable because security <br />staff are required to operate these doors and evacuation would <br />occur in an orderly, secure way. Each housing module dayroom <br />exits directly into an outdoor recreation space and a secure <br />lobby, both of which have direct access to an exit stair. The <br />intended staffing concept has one staff officer in each module <br />16 hours a day. flight operation has one staff officer on each <br />floor as a rover between flours, and one officer at each floor <br />secure lobby. <br />Item a3: Outdoor recreation areas should not be considered an adjoining <br />room, as they function as exterior exit balconies. <br />Item #4: Agree. Wall construction complies. Doors in this lobby will <br />be 20 min. rated as required. (Change order required.) <br />
