FINDINGS AND CONCLUSIONS <br />The following findings and conclusions are based on the criteria established in <br />Section 19.58.O10B 1-3 of the Everett Municipal Code. <br />I. Compatibility <br />The proposed Jail structure will be generally compatible with adjacent <br />governmental buildings. <br />2. Environmental Impact <br />a. Sewer: The sewer serving the jail site must be upgraded to accommodate <br />the increased flows resulting from jail construction. <br />b. Sewer Interceptor Fee: The Applicant must contribute to the <br />improvement of the City's sewer interceptor system by paying a specific <br />fee to be established at the time of Building Permit issuance to offset <br />the impact of this development. <br />C. Detention: Storm water detention will not be required or. site. A fee in <br />lieu of on -site detention will be made to Regional Detention Fund No. <br />340 to insure proper storm water control. <br />d. Sidewalks: In order to improve pedestrian movement and to meet City <br />standards, the existing sidewalk around the perimeter of the development <br />must be impruved to Public Works Department specifications. All <br />existing driveway aprons that will no longer be used shall be replaced <br />with full curb and sidewalk to match existing. <br />e. North South Alley: The applicant has submitted plans showing the north - <br />south alley extending to Wall Street. which satisfies a portion of one of <br />the conditions of the original appr gal. The Fire Department was <br />concerned about maintaining through access on this site. Public Works <br />expressed a concern about the steep slope of the alley as it intersects <br />Wall Street. This issue does not appear to be satisfactorily addressed in <br />the final plans. <br />3. Public Necessity. <br />The new .Jail and Work Release facilities will relieve the over -crowded <br />conditions in the existing Jail. The existing Jail has also been found to be <br />substandard. The new Jail should also substantially reduce escape <br />opportunities through both improved physical security and by arranging <br />facilities so as to permit improved prisoner supervision. <br />STAFF RECOMMENDATION <br />Based on the above findings and conclusions, the Staff recommends final approval of <br />the Special Property Use Permit for the construction of the Snohomish County Jail <br />in the 3000 block of Lombard Avenue with the following conditions: <br />1. All conditions contained in Special Property Use Permit 6-81 are hereby <br />reaffirmed. <br />2. That the sewer serving the jail site must be upgraded to Public Works <br />Department standards. <br />3. The applicant must comply with the requirements of the Sewer Interceptor <br />Ordinance in effect at the time of Building Permit Issuance. <br />-2- <br />
