Snohomish County Public Works Department <br />Page -5- <br />31. The Applicant has further requested a variance to allow the average height of <br />the proposed Jail structure to exceed the 65' maximum height permitted for <br />property located in a C-I zone. It is the intention of the Applicant to <br />construct a building to an average height of 120'. <br />32. The structure, if built to an average of 1201, would not obstruct any views <br />within the area and will conform to adjoining properties. The County <br />Administration Building directly to the west of the proposed structure is <br />approximately the same height as the proposed Jail. <br />33. In order to provide a large enough facility and a concentration of law <br />enforcement and law detention buildings in a closed campus, it is necessary <br />for the proposed Jail to exceed the 65' height limit. <br />34. The requested variance would not be detrimental to the public welfare or <br />injurious to the properties or improvements within the vicinity of the C-1 <br />zone in which it is located or the other zones adjacent to the property. It will <br />become a logical extention for the existing County campus. <br />35. The proposed variance appears to be in conformity with the Comprehensive <br />Plan in that it will be used for governmental purposes and will provide a <br />closed ana compact County law enforcement campus withi^ the area. <br />36. To construct a building within the height restrictions of a C-1 zone would <br />create additional costs to the County because of land acquisitions, increased <br />parking and need for more horizontal space for the construction of the <br />projects. <br />37. The Everett Planning Department recommended approval of the Special <br />Property Use Permit and the variance request subject to the following <br />conditions: <br />A specific landscaping plan shall be developed by the applicant after <br />meeting with the Planning Department and shall be submitted to the <br />Public Works Department for review and approval prior to issuance of <br />any building permits. The plan shall provide visual separation between <br />parking areas and all street frontages. This plan shall consist of <br />vegetation at least three feet in height with trees interspersed as <br />indicated on the site plan. <br />There shall also be a substantial amount of landscaping provided on the <br />Wall Street and Lombard Avenue frontages to provide some visual relief <br />from this massive structure. <br />The landscaping should oe consistent with the City's Street Tree <br />Ordinance and the "Park Policy Governing Trees on Public Land", <br />especially that of Street Tree Species Selection. <br />2. Detailed drawings shall be submitted to the Public Works Department <br />showing site parking layout, landscaping, utilities, storm drainage, <br />tempo-ary construction erosion control and all :equired improvements <br />in the public right-of-way. Public Works Department approval of these <br />drawings is required prior .o any permits being issued. All <br />improvements shall be completed, approved and warranted before the <br />Occupancy Permit is issued. <br />
