Snohomish County Public Works Department <br />Page -7- <br />14. Performance and Warranty Guarantees will be required for all work in <br />the public right-of-way. <br />15. The parking lot located at the intersection of Pacific and Oakes shall be <br />designed to provide flow through circulation via a ramp located <br />adjacent to the south property line connecting the two levels of parking. <br />16. The parking lot adjacent to the main entrance shall be redesigned to <br />provide direct egress to Wall Street. <br />17. The facade of the Jail shall be treated in a manner consistent with <br />other structures in the County Complex. (Color and Texture) <br />18. All lighting shall be designed in a manner that will not project light or <br />glare on any adjacent residential uses, and shall not adversely impact <br />traffic movement on contiguous City streets. <br />19. The construction and long term operation of the Jail shall comply with <br />all requirements of City Noise Ordinance 11534-78. <br />20. Puget Sound Air Pollution Control Agency requirements must be <br />adhered to during construction. <br />21. The specific reuse of the current Jail facility shall be reviewed by the <br />Transportation Division to determine if adequate off-street parking is <br />available to meet the demand generated by new uses. The County must <br />provide a sufficient amount of off-street parking to meet the <br />requirements of the City of Everest Zoning Code. <br />22. The County should consider the long term relocation of the main <br />entrance to the west end of the area shown for "Expansion" on sheet 2 <br />of the plans submitted to further integrate the Jail structure with other <br />County buildings. <br />23. If the County eliminates the 28 under -structure parking stalls, the <br />Transportation Division shall review such changes to insure that <br />adequate off-street parking is provided. Additional off-street parking <br />may be required as needed in the immediate vicinity of the Jail. <br />24. All construction worker parking shall be provided off-street and the <br />County shall communicate this requirement to all employees involved in <br />the instant project. A plan shall be submitted to the Transportation <br />Division indicating sites ;or construction parking and staging areas. <br />Those sites shall be of sufficient size to accommodate all construction <br />workers vehicles. <br />25. If the County expands the Jail to accommodate an additional 20 beds <br />for Federal inmates, a determination must be made by the Traffic <br />Engineer as to the adequacy of the Jail's parking facilities for this <br />increased level of activity. Any changes in the building envelope <br />necessitated by the addition of beds shall be reviewed by the Planning <br />Director. <br />
