Snohomish County Public Works Department <br />Page -9- <br />6. Before a Special Property Use Permit will be granted within the City of <br />Everett, the requirements and guidelines as set forth in Section 19.58.010(B) <br />must be adhered to. These include: <br />1. The proposed use must be reasonably compatible with other uses and <br />potential uses within the general area in which the use is proposed to be <br />located; <br />2. The proposed use must not have a serious adverse effect on the ecology <br />and/or environment of the community; and <br />3. The proposed use must serve the public convenience and necessity. <br />7. The proposed Jail structure and the Work Release Center appear to be <br />reasonably compatible with the other uses in the general area. Landscaping <br />must be done to provide an attractive appearance of the structures in order <br />that it conforms with the general environment of the surrounding properties. <br />Control on glare and noise must be achieved at the proposed site. <br />8. The projected uses of the structures involved in the application of the Special <br />Property Use Permit appear to be compatible with with the uses of the <br />surrounding properties. The proposed Jail and the Work Release Facility will <br />be in close proximity to the County Administration Building insuring safety in <br />movement of persons and more effective communication between law <br />enforcement agencies. <br />9. The proposed uses will not have anv serious adverse effect on the ecology or <br />on the environment in the community. From the testimony given it appears <br />that the Work Release Facility will be compatible and not have a negative <br />social impact on the surrounding properties. <br />10. The proposed Jail and Work Release Facility will serve the public convenience <br />and necessity by providing an updated and more efficient and effective <br />method of prisoner detention within the community of Everett. <br />11. The requested variance allowing the proposed Jail to extend to an average <br />height of 1201instead of the allowed 65' for property in a C-1 zone appears <br />not to be detrimental to the public welfare or injurious to properties or <br />improvements within the vicinity of the property. <br />12. The requested variance is in conformity with the Comprehensive Plan of the <br />City of Everett. <br />13. The requested variance does represent special circumstances in that the <br />prisoner detention facility is to be located near the County Administration <br />building thus providing safety in transportation of the prisoners and more <br />effective communication between law enforcement agencies. <br />14. If the variance is not granted, unnecessary hardship will result to the <br />Applicant in that it must purchase additional land and construct a smaller but <br />wider building. This extra construction and land acquistion would be a <br />hardship and expense to the County of Snohomish. <br />
