Snohomish County Public Works Department <br />Page -10- <br />15. The Everett Planning Department recommended approval of the Special <br />Property Use Permit and the variance request subject to the conditions listed <br />in Finding #37. In testimony at the public hearing the Everett Planning <br />Department recommended that Conditions 113, 114, 115, 116 and 1111 be <br />withdrawn at this time and a that a hearing on them be held at a later date. <br />16. The Applicant testified to be in support of the recommendations and <br />conditions of the Everett Planning Department. <br />RECOMMENDATION <br />Lased on the above findings of facts and conclusions and based on an on -site <br />inspection, the Hearing Examiner of the City of Everett hereby recommends that <br />the requested Special Property Use Permit for the construction of a Jail at <br />property located at 3002 to 3018 Lombard, Everett, Washington, and the <br />construction of a Work Release Facility located at 3015 Oakes, Everett, <br />Washington, should be granted. In addition, the proposed Jail should be allowed to <br />exceed the maximum height permitted in a C-1 zone in order extend to an average <br />height of 1201. The approval should be conditioned upon the following: <br />1. A specific landscaping plan shall be developed by the applicant after <br />meeting with the Planning Department and shall be submitted to the <br />Public Works Department for review and approval prior to issuance of <br />any building permits. The plan shall provide visual separation between <br />parking areas and all street frontages. This plan shall consist of <br />vegetation at least three feet in height with trees interspersed as <br />indicated on the site plan. <br />There shall also be a substantial amount of landscaping provided on the <br />Wall Street and Lombard Avenue frontages to provide some visual relief <br />from this massive structure. <br />The landscaping should be consistent with the City's Street Tree <br />Ordinance and the "Park Policy Governing Trees on Public Land", <br />especially that of Street Tree Species Selection. <br />2. Detailed drawings shall be submitted to the Public Works Departmert <br />showing site parking layout, landscaping. utilities, storm drainage, <br />temporary construction erosion control and all required improvements <br />in the public right-of-way. Public Works Department approval of these <br />drawings is required prior to any permits being issued. All <br />improvements shall be completed, approved and warranted before the <br />Occupancy Permit is issued. <br />3. The north -south alley shall provide one way egress to Wall Street, <br />providing adequate fire protection access by eliminating the proposed <br />dead-end configuration. All final traffic circulation in the rear of the <br />proposed Jail must be approved by the City of Everett Engineering <br />Department. <br />
