i • • <br />MEETING RE FIRE DETECTION SYSTEM FOR <br />SNOHOMISH COUNTY DETENTION FACILITY <br />December 16, 1982 <br />2:00 p.m. <br />Everett Building Department <br />Everett City hall <br />Those present: Jerry Clark, Snohomish County <br />Manager, Jail Construction Project <br />Peter Niu, HNTB <br />Tim White, WMFL <br />Gordon Ruchl, WMFL <br />Walt Cooper, Everett Fire Marshal <br />Doug Budden, Chief Inspector <br />Brian Waugh, Plumbing/Mechanical Inspector <br />Larry Callahan, Everett Building; Director <br />Suzanne Grannan, Secretary <br />The purpose of the meeting was to determine an acceptable fire <br />detection system for the new Snohomish County Detention Facility <br />in consideration of the fact that sprinkler heads will not be <br />installed in individual cells (HB 774). <br />Mr. Niu outlined the system to be utilized. Basically, smoke <br />detectors will be installed in each toilet module. When activated, <br />the supply of air will lie cut off and return air exhausted out in <br />the affected cell, creating a negative pressure area. Exhaust <br />fans in adjacent cells will automatically cease to unction while <br />continuing to receive air, thus creating positive pressure and <br />preventing smoke from entering that area. This system is being <br />used in the Island County facility .in Coupeville. With the excep- <br />tion of cells, all areas will be sprinklered. Standpipes will be <br />centrally located for Fire Department use and access will be by <br />stairways situated in the middle and at the ends of each level. <br />Smoke control will be provided as smoke detectors will he located <br />within each toilet module and return ai.r will he exhausted out. <br />Cells are to be 72 square feet in area and all will have toilets. <br />Mr. Ruehl said that, as currently designed, this system will pro- <br />vide six to eight air changes per hour. He asked Mr. Cooper if <br />this rate will be acceptable and Mr. Cooper responded that the code <br />does not address this situation; this will have to be a judgment <br />decision. Mr. Clark stated that the Jail Commission does not feel <br />that six to eight air changes per hour is adequate. Mr. Cooper's <br />initial feelings are that as (1) fire alarms will be installed; <br />(2) jail personnel will he present; and (3) the Fire Department <br />would be responding to any alarms, the system as designed may be. <br />sufficient. <br />The subject of multiple alarms was discussed and it was determined <br />that if such a situation should arise, additional help would be <br />
