1
required. However, it is difficult to plan for every eventuality.
If an alarm is not audible to a module officer, a lighted panel
will indicate the location of the affected area.
It was suggested that a two -speed fan might be a solution to the
problem of smoke evacuation; Mr. Kiu said he will check this out.
Mr. Clark would prefer the installation of a fire hose on each
mezzanine level as opposed to main floor connections only. Mr.
Cooper agreed with Mr. Clark and noted that transporting a fire
hose up stairs can be time consiu.iing and difficult, especially if
the hose is charged. Brian Waugh said that cabinets of sheet
metal are available with lock and key that could be securely mounted
in the wall to contain the hoses. Mr. Ruehl felt that this is a
solvable problem.
In an attempt to reach a conclusion concerning an air change rate,
several points were discussed:
1. 1'he required air change rate i'ill depend on how fast
smoke is produced; i.e. type of fire.
2. Combustibles in cells will be restricted; relative com-
bustibility of mattresses was discussed.
3. Two module officers will be present during the day; one
at night.
4. Inmates who exhibit disruptive behavior will be placod
in modules with higher security and more intensive care.
S. Walt Cooner mentioned that smoke exhaust fans work well
as portable units.
Mr. Cooper said he would speak with Mr. Bruno of the Jail Commission
concerning a satisfactory air change -rate. ,
Mr. Ruehl indicated that the bidding process will begin in mid -
January and be completed by the end of February or the first of
March.
In summary, it was decided that:
1. Mr. White and Mr. Ruehl will send copies of plans to
the State Fire Marshal's Office and, also, determine
locations for hose .installations on main and mezzanine
levels.
2, Mr. Viu will check with manufacturers re two -speed fans.
3. Mr. Cooper will reach a dec:ion concerning a reasonable
rate of air change per hour.
- 2 -
