Snohomish County Public Works Dept. <br />SPU 116-81 <br />Page -3- <br />4. The pruperty that is located at 3002 - 3018 Lombard is zoned C-1. Thy <br />property that is located at 3015 Oakes is zoned B-3. These zoning <br />classifications are established in the Everett Zoning Code. <br />5. The subject property is a parcel of land of approximately 73,644 square feet. <br />6. The zoning and land use of the surrounding properties are as follows: <br />North: C-1 & B-3/Auto Repair and Church; South: R-5/Print Shop, Office, <br />Residential; East: C-I/Office, Senior Center; West: B-3/Cuuniy Compu, <br />On July 16, 1982, the Everett :searing Examiner issued recommendations to <br />the Everett City Council supported by findings of fact and conclusions on the <br />request of the Applicant. The specific recommendations were set forth in the <br />document of July 6, 1982, which is attached hereto and by this reference is <br />incorporated as part of these findings. <br />8. The recommendations of the Hearing Examiner were adopted by the Everett <br />City Council on August 11, 1982. <br />9. One of the conditions of approval of the Hearing Examiner's recommendation <br />as adopted by the Everett City Council was: <br />23. "When the Applicant receives budgetary approval for sewers, sidewalks, <br />easements and detention ponds for the proposed structures, they are to <br />reapply for a hearing on these items. The hearing shall be heard before <br />the City of Everett Hearing Examiner who shall make the final <br />recommendation on the said requirements to the Everett City Council. <br />The Applicant shall be timely in their application for the additional <br />hearing." <br />10. The Applicant hits received budgetary approval from Snohomish County for <br />the sewer upgrading and interceptor fees, sidewalk impro—ments, easements, <br />and detention fund contributions. <br />11. The sewers which will serve the jail site must be upgraded and must <br />accommodate the increased flows resulting from the jail construction. To <br />accomplish this, there will be a northeast extension of the sewer line to the <br />alley between Lombard and Broadway. The County will reimburse the City of <br />Everett for the design and construction of this extension. <br />12. The Applicant will contribute to the improvement of the City Sewer <br />Interceptor by paying a specific fee that will be established at the time of the <br />Building Permit issuance. This fee will offset the impact of this <br />development. <br />13. A storm water detention system will be required on the site. A fee in lieu of <br />the on -site detention will be made to the Regional Detention Fund 8340 to <br />insure proper storm water control. <br />
