That the sign shall not project more than three <br />feet over public right of way. <br />A hearing was held on the request of Evvian Willis, representing <br />Ben Hong for property located at 4305 Rucker Avenue for variance <br />on Section 15.04.190 E.C.C. (Zoning) Off -Street Parking and <br />Loading Requirements for permission to construct a restaurant <br />and to provide a maximum of fifty-two (52) off-street parking <br />stalls, five stalls less than the minimum requirements. <br />Legal Description: Lot 1, Blk 25, Replat of South Park Add <br />Lots 1 and 2, Blk 2, Central Park Add. <br />Zoning: B-2, Community Shopping <br />Mr. Willis spoke on behalf of this request. He stated that they <br />have had approval by the Board for this variance on two prior <br />occasions, but that because of financing they have been unable <br />to secure funds for the proposed restaurant until this time. <br />He further stated that his client has obtained all vacant and <br />available property as is possible to provide the fifty-two <br />parking spaces proposed. He does not fegl that all parking <br />spaces will be used at any one time. <br />Because this is a request for an extension of a variance pre- <br />viously granted, it was moved by Mr. Berg, seconded by Mr. Baird <br />and unanimously carried to grant this request. <br />A hearing was held on the request of Ben Newland, for property <br />located in the 2900 block of Hewitt Avenue (North side) for a <br />variance from Sec. 15.04.190 E.C.C. (Zoning) Off -Street parking <br />and loading requirements, for permission to provide a minimum <br />of twenty-six (26) off-street parking stalls, forty-six (46) <br />less than the code requirement of seventy-two (72) for the anti- <br />cipated types of businesses that are projected. <br />Legal Description: Lots 3 thru 1.0, Block 655, Swalwell's <br />Second Addition. <br />Zoning: C-1, General Commercial <br />Mr. Newland spoke on behalf of this request. lie has purchased <br />most of the buildings in this block and has developed plans <br />to upgrade all of the buildings to bring out the historical/ <br />architectural character of these structures. His desire is to <br />transform thi; block into a viable commercial center and feels <br />that he should have the same privileges as given to businesses <br />in the downtown area where no parking is required. He stated <br />that the types of occupancies will not change and that since <br />the uses will have their greatest demand during the evenings <br />and on weekends they should not compete with other users in <br />the area for on street parking. <br />
