As part of the development, the <br />n dqco <br />Applicant proposed a total of 48 parking stalls for staff and public. <br />tit" <br />with 21 stalls being underground parking, 19 stalls being surface <br />Z H to <br />parking, and eight stalls off an existing alley. In addition, the <br />H O CA <br />Applicant requested approval of the installation of two underground <br />1,000 gallon fuel tanks. <br />2. <br />The subject property is a 35,055 square foot vacant lot that is zoned <br />B-A. The properties to the north, south, and east are zoned R-4, while <br />the property to the south is zoned B-2. <br />3. <br />There are no significant natural site features located on the property. <br />4. <br />The Everett Municipal Code (EMC) 19.58.010.C.1 requires that any <br />governmental or quasi -governmental activity on the development of land <br />be reviewed pursuant to a Special Property Use Permit. A Special <br />Property Use Permit is reviewed pursuant to the criteria and guidelines <br />i� <br />as set forth in EMC 19.58.010.B(1-3). These include: <br />A. The proposed use must be reasonably compatible with other uses and <br />i <br />potential uses within the general area in which the use is <br />proposed to be located; <br />B. The use must not have o serious adverse effect on the ecology <br />and/or environment of the community; and, <br />C. The use must serve the public convenience and necessity. <br />5. <br />Admitted at the public hearing as exhibit 6 was a reduced copy of the <br />site plan which ..epicts the proposed buildings, parking, and the <br />location of the underground fuel tanks. A copy of this site plan is <br />attached hereto and by this reference is hereby incorporated as part of <br />these findings. <br />6. <br />One of the buildings will be usedas the administrative offices for the <br />City of Everett's Fire Department. Administrative offices are an <br />allowed use in the B-2-A Zone. The proposed use will be compatible with <br />other uses in the area. <br />7. <br />The buildings will have brick veneer with masonry trim with bronzed <br />aluminum framed windows with double glazing. The design will be <br />consistent with the commercial development in the B-2-A zone. <br />
