Puget Sound Power & Light Co.
Special Property Use Permit 16-84
Page -5-
10. Beverly Park Substation is part of the Applicant's
electric production and transmission system.
Transmission lines fcom the Beverly Park Substation
extend to the northerly portion of Whatcom County in the
State of Washington; to Pierce County in the State of
Washington; and to Chelan County to the east within the
State of Washington. The substation is a vital link in
this electric production and transmission system.
11. It is the intent of the Applicant to upgrade the Beverly
Park Substation by constructing a modern single story
masonry bl.ock building of approximately 1,600 square
feet. in the southeast corner of the subject pruperty.
Within this building will be control equipment. When
all of the control equipment has been relocated in this
new building the old control building will be dismantled
and demolished. This portion of the proposal is
identified by the Applicant as Phase i of the project.
12. The second phase of the proposed project involves the
conctruction of a new 115 kV switch yard which will
consist of 35 foot dead-end towers to terminate
initially 73-phase 115 kV lines. These dead-end
stcuctures ace fabricated of tubulac steel. Upon the
completion of the £acility and the dead-end towers, the
existing lattice steel switching facility will be
removed and the foundations demolished.
13. An additional construction phase identified as the third
pha'se .nf the project was not part of this aaplication.
That phase involves the construction of a new 230 kV
cwitch yard. This constr.uction is dependent upon
electric load growth and consequent need for higher
voltage supply. At the present time the Applicant
submitted that this development is not anticipated for
at least ten years.
19. The Everett Planning Department adopted the position
that the Special Property Use Permit should be valid not
only for the two phases applied for but also the third
construction phase that was identified.
15. The Everett Planning Department submitted that the
proposed three phased improvement plan will improve the
visual appearance of the facility and 1=ssen the visual
impact on the adjacent residential properties.
16. The subject pcoperty is adjoined by thcee resi3entially
zoned parcels. Other residentially zoned properties are
in the vicinity.
