Beverly Park Substation is part of the Applicant's <br />electric production and transmission system. <br />Transmission lines fcom the Beverly Park Substation <br />extend to the northerly portion of Whatcom County in the <br />State of Washington; to Pierce County in the State of <br />Washington; and to Chelan County to the east within the <br />State of Washington. The substation� is a vital link in <br />this electric production and transmission system. <br />11. It is the intent of the Applicant to upgrade the Beverly <br />Park Substation by constructing a modern single story <br />masonry bl.ock building of approximately 1,600 square <br />feet. in the southeast corner of the subject pruperty. <br />Within this building will be control equipment. When <br />all of the control equipment has been relocated in this <br />new building the old control building will be dismantled <br />and demolished. This portion of the proposal is <br />identified by the Applicant as Phase i of the project. <br />12. The second phase of the proposed project involves the <br />conctruction of a new 115 kV switch yard which will <br />consist of 35 foot dead-end towers to terminate <br />initially 73-phase 115 kV lines. These dead-end <br />stcuctures ace fabricated of tubulac steel. Upon the <br />completion of the £acility and the dead-end towers, the <br />existing lattice steel switching facility will be <br />removed and the foundations demolished. <br />13. An additional construction phase identified as the third <br />pha'se .nf the project was not part of this aaplication. <br />That phase involves the construction of a new 230 kV <br />cwitch yard. This constr.uction is dependent upon <br />electric load growth and consequent need for higher <br />voltage supply. At the present time the Applicant <br />submitted that this development is not anticipated for <br />at least ten years. <br />19. The Everett Planning Department adopted the position <br />that the Special Property Use Permit should be valid not <br />only for the two phases applied for but also the third <br />construction phase that was identified. <br />15. The Everett Planning Department submitted that the <br />proposed three phased improvement plan will improve the <br />visual appearance of the facility and 1=ssen the visual <br />impact on the adjacent residential properties. <br />16. The subject pcoperty is adjoined by thcee resi3entially <br />zoned parcels. Other residentially zoned properties are <br />in the vicinity. <br />
