The existing facility has created problems of �tatic for <br />televisLon and radio reception to adjacent pcoperty <br />owners. The Applicant has submitted that the new <br />development will eliminate any static related problems <br />and wil� be beneficial to the adjoining prooerty owners. <br />18. Noise and gacGage have been problems fo� the adjoining <br />property owners. The Applicant submitted that they <br />cannot control the motorbikes operating within the <br />property, but, would cooperate with the Everett Police <br />Department in controlling motor traffic over Puget <br />Power's utility easements. <br />19. Residences within the area indicated that landscaping or <br />a greenbelt should be maintained between adjoining <br />properties and the transmisslon lines. The Everett <br />Planning Department has recommended landscaping in <br />accordance with Exhibit 8 and chainlink fence with slats <br />to reduce the visual impact of the operation. <br />20. The proposed three phased project was determined not to <br />have a significant adverse impact on the environment. <br />The Determination of Non-Significance was drafted on <br />February 8, 1985, by the EvE�rett Planning Depactment. <br />21. It is the intent of the .4pplicant to surround the <br />subject property with a seven foot high chainlink fence <br />and woven wood slats with three strands of barded wire. <br />Section 19.42.020 of the Evezett Municipa3 Code <br />restricts fence heights to 42 inches in front yards and <br />72 i.nches in side and rear yards. The Applicant has <br />requested vaciances from these standards in order to <br />install a�even foot high chainlink £ence around the <br />facility. <br />2�. The p�oposed fence will protect the unmanned facility <br />from vandalism and will protect the public from <br />potentially dangerous equipment. The chainlink fence is <br />necessa�y for the proper develcpment of this property. <br />23. The Everett Planni;�9 Department has reconmended approval <br />of the Special Pr,�perty Use Permit and the variance <br />subject to the following conditions: <br />
