A witness (Betker) submitted that a fence on the east <br />end of khe subject property should be provided so that <br />access to Grant Street can be had. Further the witness <br />submitted that the Applicant should consider filling the <br />ditch on the south side of the subject property in order <br />to make the chainlink fence more effective in keeping <br />out children. <br />42. The Applicant submitted that currently there is access <br />to Grant Street from the site and after the fence is <br />developed there will still be the same access. Thus, <br />according to the Applicant, no gate is needed. <br />43. No other testimony was received. <br />CONCL••JS I ONS <br />1. The application is for the aoproval of a Special <br />Property Use Permit to allow the rebuilding of the Puget <br />Power Substation in two phases over a five year period; <br />and, for a variance to allow a seven foot high chainlink <br />fence with barbed wire within the front and south <br />sideyards. The Special Property Use Permit and the <br />variance were requested for proper�y owned by the <br />Applicant at 1707 Scenic Drive. <br />2. in order for a Special Property Use Permit to be granted <br />the criteria as set forth in Section 19.58.010(B) 1-3 <br />must be met. The application does meet the criteria. <br />3. Phase i of the proposed project is the construction of a <br />new 1,600 square foot control house and the demolition <br />of the existing control house, and, Phase II is the <br />construction of 115 kV switching facility on the <br />westerly portion of the fenced area of the subject <br />property. They are compatible with the exising uses. <br />The construction will result in a smaller control house <br />and a lessening of the size of the dead-end towers on <br />site and will be more aesthetically pleasing. <br />4. With proper controls, noise and garbage will not be a <br />problem with the proposed Special Property Use Permit. <br />5. The proposed Special Property Use Permit will not have <br />an adverse impact on the environment and a Declaration <br />of Non-Significance has been issuad. <br />6. There is a need for the requested Special Property Use <br />Permit because it will provide more effective electcical <br />services to the general vicinity of the City of Everett. <br />
