Puget Sound Power a Light Co.
Special Property Use Permit 16-84
Page -11-
41. A witness (Betker) submitted that a fence on the east
end of khe subject property should be provided so that
access to Grant Street can be had. Further the witness
submitted that the Applicant should consider filling the
ditch on the south side of the subject property in order
to make the chainlink fence more effective in keeping
out children.
42. The Applicant submitted that currently there is access
to Grant Street from the site and after the fence is
developed there will still be the same access. Thus,
according to the Applicant, no gate is needed.
43. No other testimony was received.
CONCL••JS I ONS
1. The application is for the aoproval of a Special
Property Use Permit to allow the rebuilding of the Puget
Power Substation in two phases over a five year period;
and, for a variance to allow a seven foot high chainlink
fence with barbed wire within the front and south
sideyards. The Special Property Use Permit and the
variance were requested for propery owned by the
Applicant at 1707 Scenic Drive.
2. in order for a Special Property Use Permit to be granted
the criteria as set forth in Section 19.58.010(B) 1-3
must be met. The application does meet the criteria.
3. Phase i of the proposed project is the construction of a
new 1,600 square foot control house and the demolition
of the existing control house, and, Phase II is the
construction of 115 kV switching facility on the
westerly portion of the fenced area of the subject
property. They are compatible with the exising uses.
The construction will result in a smaller control house
and a lessening of the size of the dead-end towers on
site and will be more aesthetically pleasing.
4. With proper controls, noise and garbage will not be a
problem with the proposed Special Property Use Permit.
5. The proposed Special Property Use Permit will not have
an adverse impact on the environment and a Declaration
of Non-Significance has been issuad.
6. There is a need for the requested Special Property Use
Permit because it will provide more effective electcical
services to the general vicinity of the City of Everett.
