Puget Sound Power <br />Specia] lro�erty <br />Page -13- <br />fi Light Co. <br />Use Permit 16-84 <br />DECISION <br />Based upon the preceding findings of facf:s and conclusions, the <br />testimony and evidence submitted at thE public hearing, and the <br />impressions of the Evecett Hearing Examiner upon a site view, <br />it is hereby otdered that the requested Special Property Use <br />Pecmit to allow rebuilding of the Puget Power Substation in two <br />phases over a five year period be granted. Phase I is the <br />construction of a new 1,600 square foot cAntrol house and the <br />demolition of a 2,800 square foot control house. Phase II is <br />the consttuction af a new 115 kV switching facility on the <br />westerly portion of the fenced area and the removal of the old <br />switching facility on the �astecly portion. Further, it is <br />hereby ordered t5at the requested va[iance to allow a seven <br />foot high chainlink fence with barbed wire within the front and <br />south side yatda of the subject property is granted. These <br />Permits are granted subject to the following conditions: <br />7.. The Special Property Use Permit is only for the first <br />two phases of the proposed development. Phase III which <br />is a proposed construction of a new 23� kV switch yard <br />is not allowed by this Special Propecty Uae Petmit. The <br />Applicant must teapply foc an additional Special <br />Property Use Permit and have a staff review and <br />administrative approval. of any �onstruction of the new <br />230 kV switch yard. <br />2, Detailed drawings in accordance with city design aud <br />cons�ruction standards shall be submitted r.o the Public <br />Works Department showing landscaping, utilities (if <br />there are any), stocm tlrainage, temporary cor.struction <br />erosion cdntrol. and all required improvements in the <br />public right-of-way. Public Works Departmeot approval <br />of these drawings is required prior to any permits being <br />issued. All improvements shall he completed, approved, <br />and wacranted before the Occupancy Permir i� issued. <br />v 3 <br />4. <br />Five (5) feet a� right-of-way is to be dedicated on <br />Scenic Drive tp the city foc street purposes. <br />On-site detention is cequired, OR, in lieu of providing <br />on-site detention, payment to City Drainage Fund 340 is <br />allowed. <br />This �equirement will be waived if applicant will agree <br />to provide the city with an easement for future regional <br />deterntion pond located downstream and to the east of the <br />prap?sed project. <br />
