'Puget Power SPU 16-84 <br />Amendment <br />Psge -3- <br />The Applicant submits that the Everett Planning Department <br />acbitrarily selected th� 100' setback from the north pc•opecty <br />line for the location of the northern most 115 kV llnes in <br />order to establiah a clearing limit from the conceptual <br />location of the proposed 230 kV substation fence. According to <br />the Applicant this clearing limit of 100' ignores the fact that <br />the Snohomish County P.U.D. owns an easement to cleac trees and <br />construct a 115 kV line within 25 ' of residential pcoperty on <br />the Applicant's north property line. Thus, according to the <br />Applicant, there is a possibility thet there could be a narrow <br />stand of tcees between the two 115 kV lines. <br />As an alternative the Applicant has submitted a conceptual site <br />plan providing for a 50' wide strip of uncleared land parallel <br />to the north property line in lieu of the recommended 100' wide <br />strip. This, accocding to the Applicant, will provide a visual <br />separation between the residential development on 75th Street <br />and the substation. The Applicant also contends that it is <br />moce explicit to require the preservation of a buffer of <br />existing trees along the propecty line rather than to set <br />limits on the location of power lines such as the pcoposed 100' <br />from the north property line.. <br />in light of this information submitted by the Applicant, <br />Finding M37 will remain as stated. However, the Findinqs of <br />Eacts will be amended to include a new finding that will be <br />37(A). This finding shall read: <br />The Applicant requested a less cumbersome and restrictive <br />method of determining how the visual buffer should be <br />established. According to the Applicant the visual buffer <br />should be a 50' wide strip of uncleared area parallel to the <br />no�th property line rather than the requirement that there be <br />no location of lines within 100' of the north property line. <br />According to the Applicant there is an existing easement for <br />clearing within 25' of the existing lines. If the Applicant <br />wete to exercise that right of easement, there is a possibility <br />that there cculd be a stand of trees existing between two <br />lines. This appears contcary to tie desires of the City of <br />Everett. Therefore the Applicant has requested for the <br />preser.vation of a 50' visual buffer. Further the Applicant has <br />requested for the relocation of th= Snohomish County P.U.D. <br />easement from the subject property. <br />
