Page 2 <br />Mr. and Mrs. Darrel Freudenburg <br />1. Property History <br />The property is located on the west side of Powder Mill <br />Gulch. One single-family house is the major <br />construction on the property. The floor grade of the <br />house lies roughly 39 feet or more above the bottom of <br />the gulch. The house was built on the property sometime <br />BOEAVG prior to the 1940s. As early as the 1960s, the creek in <br />Powder Mill Gulch was observed to carry a water flow as <br />deep as five feet in the vicinity of your property. As <br />early as 1964, you have stated that you noticed a <br />deterioration in water quality in the creek. Boeing's <br />development of its Everett property did not begin until <br />mid-1966. <br />2. Geotechnical Reports <br />A number of geotechnical investigations of the property <br />have been made since 1966. The following is a summary <br />of the rer--rtc issued as a result of those <br />investigations. f <br />FlF <br />A. Dames and Moore Report dated December 8, 1966 - <br />Report of Site inspection - Freudenburg Property <br />- Powder Mill Gulch <br />This reports states that retention of some of the fill <br />material between the house and the creek had been <br />attempted by the placement of logs and timbers, some of <br />which had failed at the time of this investigation. <br />According to the report, those failures were not recent. <br />The report states that the fill along portions of the <br />slope is obviously unstable and subject to movement. <br />The surface soils are generally loose and composed of <br />miscellaneous silty and granular materials. <br />The report notes that observation of the creek bed <br />indicated a fairly substantial flow of water carrying <br />some silt and clay soil. The creek had been observed to <br />carry as much as five -font depth of water at this <br />location. <br />The report concludes that any erosion occurring as a <br />result of waters carried by the creek in Powder Mill <br />Gulch in the vicinity of the property was not <br />significantly endangering any portion of the property. <br />Movements of the fill which are apparent are the logical <br />
