The Business License was also <br />issued to Snohomish County-Camano Board of Realtors at this time <br />on the advise of the City Attorney that the Business License is <br />a taxing mechanism and there is no provision in City codes tn <br />deny issuance of the Business License (see Exhibit 9). <br />Sometime in October 1987 Snohomish County-Camano Board of <br />Realtors attempted to file a use permit application which was <br />rejected by the Planning Department as incomplete since it did <br />not contain a site plan drawn to scale showing all structures on <br />the property, the parking currently existing on the site and any <br />other parking they proposed to construct. A letter was sent to <br />them from the City or. January 4, 1988, giving them untii January <br />22, 1988, to submit a complete application (see Exhibit l0). <br />On January 21, 1988, the City received a letter from Snohomish <br />County-Camano Board of Realtors stating their position that they <br />felt their application should be accepted without a site plan <br />being submitted or a proposal for construction of additional <br />parking (see Exhibit 11). <br />On March 8, 1988, the City sent a letter to Snohomish <br />County-Camano Board of Realtors citing the code sections <br />relatinq to the Use Permit and aqain requesting that a complete <br />application be submitted by March 25, 1988 (see Exhibit 12). <br />on May 5, 1988, an application for a Use Permit was received <br />from Snohomish County-Camano Board of Realtors. Because of <br />Planninq staff work load, the application was not reviewed until <br />July (see Exhibit 1). <br />on July 5, 1988, a letter was sent f:-om the City to Snohomish <br />County-Camano Board of Realtors requesting additional <br />information before the Use Permit application could be reviewed <br />(see Exhibit 14). <br />August 8, 1988, a letter was received from Snohomish <br />County-Camano Board of Realtors with the additional information <br />requested for the Use Permit Application (see Exhibit 15). <br />August 23, 1988, a letter was sent by the City to Snohomish <br />County-Camano Board of Realtors denyinq the Use Permit until the <br />parking issue was resolved. The Snohomish County-Camano Soard <br />of Realtors was given three options: 1) to apply for and cbtain <br />a variance for parking, 2) to provide parking to code within 300 <br />feet af the property, or 3) return the structures to residential <br />use (see Exhibit 16). <br />
