The <br /> :lpplicant, however, has lost its lease and must establish a new location <br /> prior to the school .-eopening in the Eall of 1991. The Applicant <br /> indicated that the subject property is the only practical location to <br /> relocate on short notice. <br /> CONCLUSIONS <br /> 1. The Applicant requested approval of a Special Property Use Permit for <br /> the development of a temporary site for the A.C.E.S. liigh School Which <br /> !s part of the yukilteo School District system. The property is loca[ed <br /> at 9410 Sharon Drive. Everett, Washington, on a parcel of land that is <br /> zoned R-1. <br /> 2. EZC 41.150.D.2 requires that the application be revie� ed under Special <br /> Use Section of the City oi Everett. <br /> 3. EZC 41.150.D.2 sets for[h the general evaluation criteria for review oE <br /> Special Property Use Pecmits. These criteria have been reviewed and the <br /> application satisfies them. <br /> 4. The need for the Special Property Use Permit has been proven by the <br /> Appllcant. The need includes additional educational opportunities for <br /> the students of the City of Evere[t. <br /> 5. The streets, utilities, and publlc services Eor the proposed use are <br /> adequate to handle the development. <br /> 6. No significa¢t increase in traffic will be generated as a result of the <br /> proposed use. The impact and traffic will be minimal. <br /> 7. Adequate provistons liave been made for off-street parking, on-site <br /> circulation, and site access. <br /> 8. The proposal of [he elpplicant is compatible with other uses in the <br /> area. <br /> 9. No impact will result from signage on the subject property. <br /> L0. Landscaping, buffering, and screening of buildings, parking, and storage <br /> areas will be done to mitigate impacts to surrounding properties. <br /> 11. :1 minimal amount nt �cneration of nuisance irri[ants will result from <br /> the project. <br /> 12. The proposal is consistent with the goals and policies of the Evere[t <br /> General Plan. It provides for the development of the property with a <br /> school in an lrea that is lesignated as such in the Everett General Plan. <br /> 13. The proposal will be in compliance with the ordinances of [he City of <br /> Everett and the statutes of the State of Washington. <br /> 14.
