permits or other permits required by state, county and City govemmental departments, including <br /> �vithout limitation the State Department of Ecology, Snohomish County Public Works <br /> Department, Snohomish County Planning and Development Services Department, Snohomish <br /> County Boundary Review Board and the City's Public Work's Department. <br /> 7. Costs. The Owner shall pay all costs of designing, engineering and constructing <br /> the Extension and all costs incurred by the City in reviewing plans for and inspecting <br /> construction of the Extension. The Owner shall bear the risk of loss for or damage to all finished <br /> or pariially finished work on the Gxtension until the Extension is accepted by the City. <br /> R. Connection Cl�arges. 7�he Owner agrees to pay: (a) connection charges for water <br /> and fot sewer at tlie rate schedules applicable at the time the Owner connects the Property to the <br /> City System; and (b) any field costs of the City, which shall be charged at time and materials <br /> plus 1540 overhead. <br /> 9. Servicc Charges. In addition to the co�mection chazges, the O�imer agrees to pay <br /> for utility service rendered by the City in accordance with rates charged that are uniform for the <br /> class of customer or scrvice supplied, as such rates exist or as they may be hereafter amended or <br /> modificd, together with any utility taxes Ievied from time to time. The Owner acknowledges that <br /> scrvicc chargcs may consist of b�se charges as well as charges determined in accordance with <br /> thc Icvcl of servicc providcd. <br /> 10. Annexation. This Agreement constitutes an irrevocable noticc to thc City of <br /> intention to commence annexation procedures. The Owner waives all applicable time <br /> rcquircments that rcqui��� the City Council to meet within a prescribcd time afier receipt of this <br /> notice to decide whethcr the City will accept the Property for annexation. The Owncr <br /> ackno�vledgcs that thc conscqucnces of annexation of the Property to the Cit, will include but <br /> not bc limited to: <br /> A. Snohomish County ordinances, resolutions, rules and regulations <br /> aPPlicablc to unincarporated areas �vill generally cease to apply to the <br /> Properly upon the effective date oF annexation; <br /> 13. City ordinances, resolutions, rules and regulations will begin to apply to <br /> the Property upon the effectivc date of annea�ation; <br /> C.
