They contended that development of the <br /> sub�ect property would devalue the aurrounding property, including <br /> their property at 3806 f,u�ith. T4ey contended that although there may be a need for <br /> theae servicea for the homelesa, a place could be found that �ras <br /> not so cloae to bueinesaee and homes ia the area. They requeeted <br /> that the Special 2:operty Use Permit be deaied. <br /> g. Peter Nexland — The author of the letter wrote to �he City of <br /> Everett Planning Department with regard to the Everett Gospel <br /> Miseion's Declaration of Non—Significance �f7-90. The iasues <br /> raieed in the letter addreesed the environmental review of this <br /> and not the Special Property Uae Permit. E�chibit 7 is a letter <br /> dated April 24, 1990, from the City of Everett, Paul Roberts, <br /> addreasing Che iasuea raiaed by Mr. Newland, Hilleide Inveatments, <br /> with regard to the review of the Declaration of Non—Significance. <br /> 22. At the public hearing it xas requeated that more inforuation be provided <br /> with regard to water preeeure and fire f1oW. The Ci[y submiteed that <br /> available fire flox may be increaeed by upgrading the eize and location <br /> of water maine or that the fire f1oW requirement may be reduced by <br /> providing a sprinkler eystem installed in accordance with the Uciform <br /> Building Code. Thie eprinkler syatem cculd reduce the number of <br /> required fire hydrants to two available Within 200 feet of the <br /> building. <br /> 23. The City subo+itted a memo dated May 23, 1990, that there is a 16 inch <br /> main on the weat side of Smith Avenue whlch can provide the neceasary <br /> water preseure for the fire flow. There are no ezieting hydrants on it <br /> but the main can be utilized for fire protectioa purposes. <br /> 24. The Applicant eubmitted that security will be maintained on—site. At <br /> 5:00 p.m. the doora will be closed and the tenante rrill be required to <br /> remaia in the building. There rrill be a courtyard on—aite that Will be <br /> deaigned to allov outdoor activity. Hoaever, the outdoor activity xill <br /> not be off the eite and the courtyard will be deaigned to enaure that <br /> the residenta remain on the preaises. <br /> 25. Significant parking etudies crere done of the eziatiag facility, the <br /> proposed facili[y, and the needs generated by the activities of the <br /> Applicant. From the materials submitted it appears that the parking, ae <br /> propoaed, for 24 epaces on aad off—eite is adequate. <br />
