A tceatment center is cucrently being operated on the <br />property that is the subject of the Special Pcoperty Use <br />Permit request. At 2617 Summit Avenue, an out-patient <br />office is located, which houses the administcative <br />functions of the operation. At 2613 Summit Avenue, <br />counseling occucs on site. At 2601 Summit Avenue is the <br />administrative office Eor the recovery house peogram. <br />At 2605 Summit Avenue is the the cecover}� house services <br />which houses up to thirteen residents at one time. <br />7. In addition to including the three additional peoperties <br />on Summit Avenue with the propecty at 2605 Summit Avenue <br />undeC a Special Propecty Use Petmit, it is the intent oE <br />the Applicant to demolish tlie existiny garage behind ttie <br />cesidence at 2605 Summit Avenue and replace it with a <br />new building of approximately 24' by 32' in area. This <br />building will pcovide additional recreation and <br />classroom space for the recovery house at 2605 Summit <br />Avenue. <br />8. The City of Everett has designated the subject peoperty <br />as an institutional use. These uses are �cmpatible with <br />the sucrounding propecty to the north and south which <br />include a church and commercial use. The properties to <br />the east and west ace single Eamily residential. These <br />properties ace adequately buffered fcom the subject <br />property in a manner that is not disruptive to these <br />pcoperties. <br />9. No :>e[ious adverse effect on the ecology or environment <br />will occur with the granting of the Special Propecty :Isc <br />Permit. <br />10. The uses of these propecties provide the community of <br />Everett with a necessacy secvice. That service includes <br />the treatment and rehabilitation c� individuals <br />afflicted with serious al.coholic related illnesses. <br />11.
