A treatment center is currently being operated on the <br />property that is the subject of the Special Property Use <br />Permit request. At 2617 Summit Avenue, an out-patient <br />office is iocated, which houses the administcative <br />functions of the operation. At 2613 Summit Avenue, <br />counseliny occurs on site. At 2601 Summit Avenue is the <br />administrative otEice for the recovery house program. <br />At 2605 Summit Avenue is the the recovery house services <br />which houses up to thirteen residents at one time. <br />7. In addition to including the three additional properties <br />on Summit Avenue witti the property at 2605 Summit Avenue <br />undec a Special P�opecty Use Permit, it is the intent of <br />the Applicant to demolish the existiny garage behind the <br />residence at 2605 Summit Aven�e and replace it with a <br />new building of approximately 24' by 32' in area. This <br />building will pcovide additional recreation and <br />classroom space for the cecovery house at 2G05 Summit <br />Avenue. <br />B. The City of Evecett has designated the subject property <br />as an institutional use. These uses ace compatible with <br />the surrounaing property to the north and south which <br />include a church and commercial use. The properties to <br />the east and west are sinyle Eamily residential. These <br />properties ate adequately butEered from the subject <br />property in a manner tliat is not disruptive to ttiese <br />pco,�erties. <br />9. No se�ious advecse effect on the ecology or environment <br />will occur with the granting of the Special Property Use <br />Pecmit. <br />L0. �he uses of these properties provide the community oE <br />Everett with a necessary service. 'Phat service includes <br />the treatment and rehabilitation of individuals <br />afElicted with secious alcotiolic related illnesses. <br />11.
